On a separate issue, supporters of a move to declare the entire park a military historical district complain that their ideas aren't being heard. Joe Janesic, vice president of the Friends of Fort MacArthur, said the group has worked for more than two decades to preserve and secure the former federal property's place in history. Members complain they've been given too little say in the process, adding that the Angels Gate Cultural Center is dominating the master plan and is moving too fast.
