WILMINGTON, Delaware (WPVI) -- Commuters can expect to see delays on Interstate 95 through Wilmington beginning in February. It's time for some rehabilitation, according to the Delaware Department of Transportation, which will be restoring a nearly one-mile corridor through Wilmington.
