King is interviewing that expert in electricity managemnet, Gray Davis, and Hillary Clinton (by phone). She basically said that this country needs to put a priority on upgrading the power distribution backbone and the Bush administration had un-done all of the good work that had gone on in the Clinton administration under Bill Richardson.
