NORFOLK, Va. (WAVY) — Police arrested a Norfolk pastor for sexually assaulting a member of his congregation. Pastor Troy Edwards of Portsmouth was taken in custody this week from his church, Greater Emmanuel Ministries. Edwards was indicted by a grand jury in May.
