Four of Oakland’s biggest employers are funding a $10 million security plan for the downtown area amid growing crime concerns. Blue Shield of California, The Clorox Company, Kaiser Permanente and PG&E, all headquartered in Oakland, announced Thursday in a joint news release that they're working together on the program.
