Albright Takes Unannounced Vacation WASHINGTON (AP) -- Secretary of State Madeleine Albright is away on vacation, without announcement and with her interim spokesman saying he had no ``information on her whereabouts.'' James Foley, who is substituting for James P. Rubin, who also is on vacation, did tell reporters Thursday that Albright was expected to be back on the job in 10 days. The daily schedule issued by the State Department press office listed Albright as having ``no public appointments.'' Questioned by reporters, Foley said he was ``confirming to you now that she's on personal leave.''

Raising the quality of teachers will do more than anything else to improve public schools, the head of the nation's largest teachers union said Wednesday. Opinion polls show that having good teachers is second only to school safety when the public ranks education priorities, said Bob Chase, president of the National Education Association. A 7-year-old North Dallas boy emulating a pro wrestling move he learned from television accidentally killed his 3-year-old brother, authorities said Wednesday. Dallas police said they initially suspected that an adult had to have caused the 3-year-old's severe head injury, which prompted his mother to take him to Children's Medical Center in Dallas.
