Critical Threats: Blank When None
Afghanistan to Ask NATO for Bigger Army

Afghan officials will go to the NATO summit in Romania Thursday with a request: pay to increase our national Army by 40 percent. A bigger Army, Afghan officials argue, will allow the US and other coalition members to scale back in the coming years.

This appeal comes amid pleas from the US and Canada for other NATO members to commit more to the Afghanistan mission, which many analysts say has floundered over the past year for lack of resources and a coherent strategy. France is expected to contribute another 1,000 forces and Germany is likely to make a bigger commitment.

But American and Afghan government sources with knowledge of the expected Afghan proposal say that an increase from the current authorization of 86,000 Afghan Army soldiers to 120,000 is the only way to create an enduring defense against a resurgent Taliban and elusive Al Qaeda operatives. “Half of prospective jurors in Naveed Haq trial dismissed”
By TRACY JOHNSON
P-I REPORTER

ARTICLE SNIPPET: “One man thought whoever opened fire at the Jewish Federation offices was “an anti-Semitic, Islamic coward” and was fuming because the chaotic incident stranded him in downtown Seattle for hours.

Another believed the insanity defense was just something “put up by defense lawyers to get their client off the hook.”

Both men were kindly thanked for their time Wednesday — and then sent on their way — as attorneys began questioning potential jurors for the trial of Naveed Haq, a 32-year-old Tri-Cities man who is charged in the deadly July 2006 shooting.

Judge Paris Kallas plans to have 12 jurors and two alternates chosen before April 14, when the trial is expected to begin in King County Superior Court.

For now, 75 of the approximate 130 prospective jurors are being brought in to the courtroom individually to discuss thoughts on religion, mental illness or personal matters without their comments tainting the whole jury pool.

Of 13 who showed up Wednesday morning, the judge excused roughly half of them and will have the rest return for further voir dire next week.”

Cabinet approves large-scale emergency army drill next week (Israel)
April 02/2008

The security sabinet on Wednesday approved plans for a large-scale emergency drill scheduled to take place next week across the country. The drill will include all the government ministries, the Israel Defense Forces, local authorities and educational facilities.

The drill will simulate a war-time attack on civilians. It will be the largest drill in the past few years and ten of thousands of people are expected to participate, whether in the field or in special war rooms.

The drill will begin on Sunday with a special government meeting. On Monday, a cabinet meeting will simulate a situation in which Israel is at war. On Tuesday, an emergency siren will be heard all over the country as local authorities and the Home Front Command will simulate missile strikes through out the nation. The drill will be run by Rachel - the national emergency authority -which was formed following the second Lebanon war and is in charge of preparing civilians for emergency situations during war.

Israel: Iran listening in on IDF communications from Syria
April 02/2008

Iran has set up sophisticated listening stations in Syria in recent months to intercept Israeli military communications, Israeli security officials said Tuesday. The officials offered no details on how many stations had been set up. They spoke on condition of anonymity because they were not authorized to disclose information about defense operations. Military officials said the listening stations received information through powerful antennas able to pick up communications from a distance of hundreds of kilometers. The antennas are receivers and do not transmit signals, so they cannot be blocked.

The distance between Jerusalem and Syria's capital, Damascus, is 220 kilometers (135 miles). Israel is taking new precautions because of the listening stations, the officials said.

Israel Defense Forces top brass won't be allowed to bring their mobile phones into rooms where classified information is being discussed, the officials said. Also, IDF generals will be assigned special areas on bases to conduct personal conversations. That way, listening stations won't be able to hear sensitive conversations that might be going on in the background while generals talk on their cellular phones, they explained.

IDF Deputy Chief vows 'painful' response to any attack on Israel
April 02/2008

Israel Defense Forces Deputy Chief of Staff Major General Dan Harel on Wednesday warned Israel's enemies not to attack, saying "anyone who tries to harm Israel must remember that it is the strongest country in the region, and retaliation will be powerful and painful."

Harel's words came during a briefing for reporters at a Tel Aviv army base, hours after London-based Arabic-language daily Al Quds al-Arabi reported that the Syrian army was calling up part of its reserves over fears of an IDF offensive.

Al Qaeda's Zawahri: Militant Organization Doesn't Kill Innocents
Wednesday, April 02, 2008

CAIRO, Egypt — Al Qaeda's No. 2, Ayman al-Zawahri defended the militant organization Wednesday saying it does not kill innocents, in hour and a half long audio response to questions submitted to the movement on extremist Web sites.

The audio message, which was accompanied by a 46 page English transcript, was the first installment to the more than 900 questions submitted by supporters, critics and journalists in December. "We haven't killed the innocents, not in Baghdad nor in Morocco, nor in Algeria, nor anywhere else," he said according to the English transcript which, like the audio message, appeared on Web sites linked to the group.

"If there is any innocent who was killed in the Mujahideen's operations, then it was either an unintentional error or out of necessity," he said in response to several questions about the group's policy towards taking innocent lives. Zawahri went on to say that it was their opponents who killed innocents and also noted that "the enemy intentionally takes up positions in the midst of the Muslims for them to be human shields for him."

A banner bearing the logo of the Al Qaeda's media arm, al-Sahab, appeared earlier on Web sites linked to the organization to herald this first installment of answers. Al-Zawahri said he chose around 100 questions to answer. Al-Sahab, announced in December that al-Zawahri would take questions from the public posted on Islamic militant Web sites and would respond "as soon as possible."

The queries were posted on the main Islamist Web site until the cutoff date of Jan. 16. After the deadline, the questions disappeared from that site. One thing is clear from the questions: self-proclaimed Al Qaeda supporters are as much in the dark about the terror network's operations and intentions as Western analysts and intelligence agencies.

“Israelis to be kitted for non-conventional warfare”
By Stan Goodenough
April 02, 2008

ARTICLE SNIPPET: “Israelis learned Wednesday that will, in the coming months, be issued with emergency kits to protect them in the event of atomic, biological or chemical (ABC) attacks.

The announcement, made by the defense establishment, comes amid rumors of a possible war breaking out from the north that will see thousands of missiles rained down upon the Jewish state.

But officials stressed the decision to collect, update and redistribute the kits was “a predictable move,” and that there was no need for the public to panic.

It would take a few months for the entire population to be provided for.”

Troops Kill 14 Suspected Terrorists in Iraq, Capture 49 Others

American Forces Press Service

WASHINGTON, April 2, 2008 – Coalition and Iraqi forces killed 14 suspected terrorists, detained 49 others, and seized dozens of weapons in Iraq over the past three days, military officials said.

In Baghdad and Qayyarah today, coalition forces detained a dozen suspected terrorists during raids targeting al Qaeda in Iraq operations, including propaganda and suicide-bombing networks. In addition, troops captured two foreign fighter aides and an additional suspect in the operations.

In a separate operation in the Iraqi capital today, coalition forces captured two suspected terrorists tied to a Baghdad car-bombing network. In other raids, troops nabbed two suspected terrorists east of Taji, two in Mosul and three others in Samarra.

“Al Qaeda in Iraq is an adaptive, barbaric enemy, but they will be allowed no safe haven,” said Army Maj. Winfield Danielson, a Multinational Force Iraq spokesman. “Iraqi and coalition forces will continue to disrupt their networks and capture or kill their members, improving security for all Iraqis.”

During operations in Iraq yesterday:

— A Hillah special weapons and tactics unit advised by U.S. Special Forces soldiers detained 20 suspected vehicle smugglers in Basra. In addition, the Hillah unit recovered two illegal sedans, various guns and ammunition, and $262,000 in U.S. currency. The combined force also destroyed two boats used for smuggling goods in the oil-rich southern Iraq city.

— Iraqi security forces and U.S. Special Forces soldiers detained a suspected improvised-explosive-device-cell leader allegedly responsible for IED and indirect-fire attacks against Logistics Support Area Anaconda.

— The Mosul Iraqi special weapons and tactics unit and U.S. Special Forces soldiers in Mosul detained a suspected terrorist allegedly involved in kidnapping, torturing and murdering local Iraqi security force members.

— Members of the “Sons of Iraq” citizens security group stopped a suicide bomber from detonating his explosive device in Kirkuk province. A military official said their actions prevented “a possible tragedy” from occurring on Hawijah’s Market Street.

— Iraqi army and coalition soldiers discovered 15 weapons caches in Diyala and Salah ad Din provinces, and an IED factory in Ninewah. The caches contained more than 60 mortar rounds, 14 107 mm rockets, small-arms munitions, and more than 60 pounds of bomb-making material. The IED factory contained more than 3,500 pounds of additional explosives.

Iraqi special operation forces, advised by their U.S. counterparts, killed 14 criminals March 31 during operations in Basra. The Iraqi-led mission aimed to capture the criminals in an abandoned school that lawbreakers were using to mount operations and store weapons and munitions, military officials said.

Iraqi forces received small-arms fire throughout the operation. Both Iraqi and U.S. forces returned fire, while a coalition aircraft provided close-air support requested by ground forces. The combined forces killed 14 armed individuals and rescued six Iraqi security force members who were being held at the compound.

Elsewhere in Iraq March 31, Iraqi national police members detained three suspected insurgents in the New Baghdad district of the Iraqi capital. The suspects were attempting to smuggle weapons in their vehicle, military officials said. Multinational Division Baghdad soldiers from Company C, 2nd Battalion, 30th Infantry Regiment, reported Iraqi national police confiscated five rockets, two mortar rounds, two hand grenades, three blasting caps and a 9 mm pistol. The detainees are being held for further questioning.

(Compiled from Multinational Corps Iraq and Multinational Force Iraq news releases.)
