It was malice in wonderland at the Senate Foreign Relations Committee on Thursday as Bush Administration envoys insisted things are getting better in Afghanistan, while angry lawmakers from both parties cited facts and figures showing just the opposite. Even the senior Republican on the panel, Senator Richard Lugar, found the Administration's claims wanting. "I'm not sure that we have a plan for Afghanistan," he said.

Germany eyes increasing threat by al-Qaida

BERLIN, Feb. 8 (Xinhua) — Al-Qaida is planning terrorist attacks in Germany and is trying to recruit young Muslims in Germany for terrorist training, German media quoted government officials as saying on Friday.

German Deputy Interior Minister August Hanning was quoted by Die Welt newspaper as saying that al-Qaida leaders based on the Pakistani-Afghan border region have made the decision “to carry out attacks in Germany.” .......

(BELGRADE) - A bomb blast rocked a Slovenian-run shopping mall in Serbia on Friday, while another had to be evacuated following an anonymous bomb threat, B92 radio reported.

An explosive device went off early Friday at the entrance of Mercator Center in the New Belgrade area of the capital, which is located next to a police station, shattering glass but causing no casualties, the report said.

The blast occurred at around 5:00 am (0400 GMT), according to a statement by police, who launched a probe but revealed no possible motives.

Several hours later, employees and visitors were evacuated from the Merkator Center in the central town of Cacak following a bomb alert, although this turned out to be a false alarm, B92 said.

The incidents occurred as some senior Serb officials stepped up their rhetoric against Slovenia, criticising its role as the current European Union president.

Backed by most EU countries and the United States, leaders of Kosovo’s ethnic Albanian majority have said they will proclaim unilateral independence this month. Serbia fiercely opposes the move.

WASHINGTON, Feb. 8, 2008 – Coalition forces in Iraq killed four suspected al Qaeda agents and detained numerous other suspects today during operations to disrupt terrorist networks in northern and central Iraq, military officials said.

— In Sharqat, coalition forces captured an alleged al Qaeda senior leader and his deputy. The detainees are linked to local kidnappings and mortar and improvised-explosive-device attacks against coalition and security groups of local citizens. Three more suspects also were detained during the operation.

— In Mosul, coalition forces detained three suspects during an operation targeting a senior foreign terrorist facilitator. The suspected terrorist is linked to al Qaeda in Iraq operations, including a Jan. 28 attack that resulted in the deaths of five coalition soldiers.

— Also in Mosul, coalition forces detained two more suspected terrorists while targeting an alleged IED manufacturer involved in attacks against Iraqi and coalition forces. “These operations are another step forward in the campaign to disrupt the al Qaeda networks in northern Iraq,” said Army Maj. Winfield Danielson, a Multinational Force Iraq spokesman. “As terrorists shift their operations to new locations, Iraqi and coalition forces will pursue them, attacking their networks and driving them from their hiding places.”

— In Baqouba, coalition forces killed four suspected al Qaeda terrorists, while another suspected insurgent blew himself up. Coalition troops came upon four terrorists holed up inside a building. The four terrorists refused to surrender, and they were killed by coalition troops. A remaining terrorist inside the building detonated an explosive charge and blew himself up.

— In Baghdad, coalition forces captured seven suspected al Qaeda operatives. The detainees are linked to al Qaeda in Iraq senior leader Abu Ayyub al-Masri. “Iraqi and coalition forces remain resolved to bring the terrorists to justice, ending their campaign of indiscriminate violence against the Iraqi people,” said Army 1st Lt. Michael Street, a Multinational Force Iraq spokesman.

— East of Samarra, coalition forces captured three suspected terrorists during an anti-insurgent operation.

In operations yesterday:

— Coalition forces killed three suspected al Qaeda terrorists during an operation east of Samarra.

— Near the Hamrin Mountains, coalition troops detained two suspected al Qaeda agents linked to a terrorist-run prison and training camp in the region.

— Coalition forces captured a suspected Iranian-trained “special groups” leader and detained three other suspects during operations to disrupt criminal networks in the Mashru area, south of Baghdad. The detainee is linked to Iranian-trained enemy elements in Wasit province. Reports also indicate the detainee was an associate of several senior-level criminal leaders involved in attacks on Iraqi and coalition forces.

— Iraqi National Police disrupted the kidnapping of six members of the Sons of Iraq, a security group composed of concerned local citizens, from a checkpoint in Baghdad’s Ur neighborhood and rescued three of its members after a shootout. The kidnappers fled with three victims. Iraqi and coalition forces are on the lookout for the kidnappers and the abducted Iraqis.

In Feb. 6 operations, Sons of Iraq members operating near Mushada turned in a weapons cache to coalition forces. The cache contained 67 80 mm projectiles, eight 90 mm projectiles, miscellaneous ordinance, four unfinished IEDs and five homemade rocket launchers. The cache’s contents were destroyed.

Also Feb. 6, Iraqi police, Sons of Iraq and coalition troops found a 4,400-pound cache of explosives in Salahuddin province during a joint operation. The cache contained 40 bags filled with a mixture of ammonia nitrate and cocoa powder. Each bag weighed about 110 pounds. The mixture is commonly used as a homemade explosive employed by al Qaeda in Iraq. “The Iraqi police and the Sons of Iraq are committed to bringing stability to their country,” said Army Lt. Col. William W. Prior, commander of 4th Battalion, 9th Infantry Regiment. “They prove this on a daily basis. Today, they were able to make a significant impact in securing their country, their homes and their families.”

Adam Gahahn rumored killed in Waziristan strike

One day after a Pakistani newspaper reported al Qaeda propagandist Adam Gadahn may have been killed in the same airstrike that killed al Qaeda leader Abu Laith al Libi, the rumor remains unconfirmed.

Speculation over Gadahn's presence at the al Qaeda safe house in North Waziristan began on Jan. 29, the day of the airstrike. An unnamed US official denied Gadahn was killed in the strike. But on Feb. 7, The News reported, based on statements from Western sources, that Gadahn was killed in the airstrike.

Gadahn was believed to be en route to the village of Khushali Tari Khel to attend an "an important meeting with other senior al-Qaeda commanders for planning the so-called spring offensive against US and NATO troops in Afghanistan," The News reported. Two other al Qaeda leaders, Abu Obeida Tawari al Obeid, a Saudi; and Abu Adel al Kuwaiti, were also reported killed in the North Waziristan airstrike.

But signs of Gadahn's absence have been seen with the latest release of the Yazid video, said Grace. Files were not properly uploaded in the correct sequence. "Since taking the reins of as-Sahab, Gadahn instituted standards and practices that have been closely followed over the past year," Grace noted. "This is the first technical mistake that I have seen them make since the events back in September 2007," when the Osama bin Laden videotape was improperly handled.

Pakistani jihadis have told NBC News that Gadahn and his travel party have been unheard of since the Jan. 29 airstrike. "All our friends are worried about him but so far we could not make any contact with him," a jihadi told NBC News. "We had sent two of our friends to Mir Ali to locate him and provide us with details about him." The same sources said Gadahn was to attend the high-level meeting where al Libi was killed.

Bin Laden and Omar operating in Pakistan: U.S. official

WASHINGTON - Mullah Omar and other Taliban leaders are directing insurgency operations in Afghanistan from the Pakistani city of Quetta, while al Qaeda leader Osama bin Laden is operating from Pakistan's tribal areas, a senior U.S. administration official said on Friday.

Bin Laden, his deputy Ayman al-Zawahri and others are operating out of Pakistan's Federally Administered Tribal Areas (FATA) bordering Afghanistan, the official told reporters on condition of anonymity. "Just as Mullah Omar is giving strategic direction for the Taliban from Quetta, al Qaeda senior leadership is in the FATA doing its planning," the official said, without giving the source of the intelligence.

"The iconic leaders of al Qaeda -- Zawahri, bin Laden and people like (Abu Laith) al-Libi are in the tribal areas of Pakistan," the official added. Libi was killed in January in a suspected U.S. missile strike in Pakistan's North Waziristan border area.

Bomb found in Sultan Kudarat Inn

COTABATO CITY, Philippines -– Authorities on Thursday seized a bomb tucked under a hotel bed in Isulan, Sultan Kudarat and arrested two suspects, police said Friday.

As of posting time, Senior Inspector Fernando Dialogo, Isulan police chief, declined to name the suspects. But Dialogo said the bomb was discovered 8:30 a.m. Thursday by a worker of the Clarita Lodging House while cleaning the room being occupied by the suspects. The hotel staff immediately informed authorities about the find, Dialogo said.

He said the bomb, fitted with a timer, was placed in a large shoebox and was hidden under the bed when recovered. It was fashioned out of 81-millimeter mortar shell, similar to the ones that exploded in Central Mindanao last year.

Benedict P. Kuehne, Two Others, Indicted on Money Laundering Charges

WASHINGTON - A federal grand jury in Miami has charged three individuals with federal money laundering charges, obstruction of justice and forfeiture allegations, Assistant Attorney General Alice S. Fisher of the Criminal Division announced today.

The defendants are Benedict P. Kuehne, a Miami-based attorney, Gloria Florez Velez, an accountant from Medellin, Colombia, and Oscar Saldarriaga Ochoa, an attorney based in Medellin, Colombia.

All of the defendants are charged with one count of conspiracy to commit money laundering, four counts of concealment money laundering, and one count of obstruction of justice. The indictment also seeks forfeiture in excess of $5 million. If convicted, the defendants face a maximum period of 20 years incarceration and a $250,000 fine, in addition to the criminal forfeiture.

As alleged in the indictment, Fabio Ochoa Vazquez (hereinafter “Ochoa”) was one of the world’s largest cocaine traffickers and a leader of the Medellin Cartel. In September 2001, Ochoa was extradited from Colombia to stand trial in U.S. District Court for the Southern District of Florida for conspiring to distribute cocaine in the United States and elsewhere. He was charged with smuggling approximately 30 tons of powder cocaine per month into the United States between 1997 and 1999, and ultimately convicted of those offenses in May 2003.

Ochoa’s criminal defense attorneys retained defendant Kuehne to investigate the source of the funds Ochoa intended to use to pay his attorneys’ fees and to ensure that the funds were not proceeds, or commingled with proceeds, from Ochoa’s drug trafficking activities. From 2001 until 2003, defendant Kuehne purportedly conducted a due diligence investigation, with the assistance of defendant Saldarriaga, who was working out of the office of Ochoa’s criminal defense attorneys in Miami, and defendant Florez, Ochoa’s personal accountant based in Colombia.

The indictment alleges that defendants Kuehne, Florez and Saldarriaga knew that the funds used by Ochoa consisted of, or were at least commingled with, proceeds of drug trafficking and that the defendants conspired to, and did in fact, conceal such information. The indictment alleges that Kuehne drafted six opinion letters falsely advising Ochoa’s legal defense team that he had conducted a thorough and independent investigation into the source of funds. Through these opinion letters, defendant Kuehne advised Ochoa’s criminal defense team that the funds Ochoa used to pay his attorneys fees were free from any taint of illegal activity, did not represent the proceeds of criminal conduct, and were not commingled with proceeds of drug trafficking. Thereafter, Florez, Kuehne and Saldarriaga made four outgoing wire transfers, totaling $5,239,653.67 from Kuehne’s attorney trust account to Ochoa’s legal defense team, representing payments by Ochoa for his legal fees and expenses.

Assistant Attorney General Fisher was joined in today’s announcement by Eileen C. Mayer, Chief, Internal Revenue Service (IRS), Criminal Investigation Division; Jonathan I. Solomon, Special Agent in Charge, Federal Bureau of Investigation (FBI); Anthony V. Mangione, Special Agent in Charge, U.S. Immigration and Customs Enforcement (ICE); Amos Rojas, Special Agent in Charge, Florida Department of Law Enforcement (FDLE); and Maria Del Pilar Hurtado, Director, Colombia Departamento Administrativo de Seguridad (DAS). Assistant Attorney General Fisher commended the investigative efforts of all the cooperating agencies. The case is being prosecuted by the Criminal Division’s Senior Trial Attorney John W. Drug Kingpin Convicted Of Running Heroin Organization
In The Bronx And Queens

FEB 8 — (Manhattan, NY) JOHN P. GILBRIDE, the Special Agent-in-Charge of the New York Office of the United States Drug Enforcement Administration (”DEA”) and MICHAEL J. GARCIA, the United States Attorney for the Southern District of New York announced that JOSE RODRIGUEZ NIEVES, a/k/a “Menor,” a/k/a “Cuba,” was found guilty late yesterday of charges related to his leadership of a highly lucrative drug organization responsible for distributing hundreds of kilograms of heroin in the Bronx from 1995 to January 2005. The trial took place before the Honorable Loretta A. Preska and a jury.

DEA Special Agent in Charge JOHN P. GILBRIDE stated, “Throughout this operation the DEA and our law enforcement partners identified an organization responsible for importing, packaging and distributing thousands of bags of heroin to be distributed in New York. All those responsible have been placed under arrest and today the leader of the drug organization has been convicted by members of the same community he was poisoning with heroin.”

According to the evidence at trial: RODRIGUEZ was the principal organizer, leader, and administrator of a drug organization that obtained hundreds of kilograms of heroin from Colombian suppliers in Queens, New York, and then prepared the heroin for distribution in the Bronx. During the ten-year period, RODRIGUEZ employed over a dozen people to work in heroin “mills” where bags of heroin were prepared, packaged, and delivered to heroin distribution “spots” in the Bronx.

In preparing the heroin, RODRIGUEZ and his workers mixed the heroin with chemicals including animal tranquilizers to create a potent and addictive drug that became popular with drug addicts and other users in the Bronx. RODRIGUEZ and other members of the drug organization used a number of vehicles with hidden compartments or “traps” to transport the kilograms of heroin within the New York City area. Specifically, RODRIGUEZ’s heroin was sold in the vicinity of Bryant Avenue in Bronx, New York — where his mother used to own a townhouse in which agents seized ammunition and evidence relating to RODRIGUEZ’s heroin organization — and in the vicinity of Vyse Avenue, also in the Bronx. In the ten years that RODRIGUEZ’s organization was in operation, it earned millions of dollars from heroin sales. During the course of the investigation, law enforcement agents and officers seized over $2.7 million in cash, 108 pieces of jewelry worth more than $160,000, and several expensive and antique vehicles. RODRIGUEZ was convicted of leading and organizing a continuing criminal enterprise (”CCE”), conspiring to distribute heroin, and possessing heroin with the intent to distribute it. He faces a mandatory minimum sentence of life imprisonment on the CCE count, and mandatory minimum sentences of 10 years and maximum sentences of life on the heroin conspiracy and distribution counts. RODRIGUEZ is scheduled to be sentenced by Judge PRESKA on May 7, 2006.

Other individuals who participated in RODRIGUEZ’s heroin organization were arrested and have subsequently pleaded guilty to heroin trafficking and/or firearms offenses. These defendants include: - JULIO CRUZ ANDINO, a/k/a “Julio Ismael Cruz,” a/k/a “Julio Andino Cruz,” a/k/a “Julio Andino,” a/k/a “Julio Cruzismael,” who pleaded guilty on September 14, 2006; - LUIS ANTONIO CABAN who pleaded guilty on September 22, 2006; - MELVIN GONZALEZ CORDOBA who pleaded guilty on October 24, 2006; - JESUS MORALES, a/k/a “Tony,” a/k/a “Carlos Perez,” who pleaded guilty on September 12, 2006; - RAYMOND ALICEA who pleaded guilty on September 5, 2006; - CARLOS ALICEA who pleaded guilty on September 15, 2006; - MARTIN BLAS ALICEA, a/k/a “Martin Alice,” a/k/a “Martin O. Alicea,” who pleaded guilty on September 6 2006; - JOVANNY CORREDOR who pleaded guilty on September 7, 2006; - EPIFANIO DICENT, a/k/a “John Dicent,” who pleaded guilty on September 18, 2006; - PAQUITO RODRIGUEZ who pleaded guilty on November 6, 2006; - EDWIN SUAREZ, a/k/a “Tato,” who pleaded guilty on May 30, 2006; and - JEFFREY CARDONA who pleaded guilty on March 9, 2005. All of these individuals await sentencing.

Mr. GARCIA praised the investigative efforts of the DEA’s New York Drug Enforcement Task Force — which includes agents and officers of the DEA, New York City Police Department, and New York State Police for their assistance in the investigation, arrest and prosecution of RODRIGUEZ and many members of his organization.

Assistant Untied States Attorneys REED M. BRODSKY and GURUANJAN S. SAHNI are in charge of the prosecution.

Coalition disrupts al-Qaeda in central Iraq; eight terrorists killed, 12 detained

BAGHDAD, Iraq – Coalition forces killed eight terrorists and detained 12 suspects Thursday and today during operations to disrupt al-Qaeda networks operating in central Iraq.

East of Samarra Thursday and today, Coalition forces conducted coordinated operations targeting the al-Qaeda in Iraq senior leader of the network in the city and his associates. Coalition forces observed numerous personnel at a known al-Qaeda in Iraq meeting location and followed the suspects to two separate areas, killing one armed terrorist who displayed hostile intent.

Nearby Coalition forces followed two other individuals in a vehicle and observed them reaching for weapons. Perceiving hostile intent, a supporting aircraft engaged, killing two terrorists. Following the strike, numerous secondary explosions erupted from the vehicle, indicating weapons were stored inside. Coalition forces went back to the area today and detained three suspected terrorists for their alleged association to the al-Qaeda in Iraq leader.

Further east, near the Hamrin Mountains Thursday, two suspects were detained while targeting an associate of the al-Qaeda in Iraq network responsible for operating an al-Qaeda in Iraq prison and training camp in the region. The targeted individual is allegedly associated with the suspect detained Jan. 28 for his role as an interrogator at the prison (see MNF-I press release A080128b, “Coalition forces target al-Qaeda in central Iraq; 18 suspects detained,” dated Jan. 28, 2008).

In Baqubah today, Coalition forces targeted an associate of the al-Qaeda in Iraq leadership responsible for the suicide network operating in Diyala, Baghdad, Mosul and other areas of Iraq. As the ground force arrived in the area, they called for a target building’s occupants to come out. Coalition forces then engaged four terrorists in the building and killed them.

A young woman and girl, who had complied with instructions and exited the building, told the ground force that a man remained inside. As Coalition forces assaulted the building they observed it explode. After the area was secure, the ground force assessed the man had detonated explosive materials inside, killing himself and destroying the building. An Iraqi civilian in the area confirmed the terrorist killed inside the building was the targeted individual.

During operations in Baghdad today, Coalition forces captured three wanted individuals reportedly involved in the al-Qaeda in Iraq media and propaganda network. The suspects include an alleged senior leader operating in the terrorist network in Baghdad; one of his subordinates, who is reportedly responsible for facilitating the movement of media network members; and an alleged leader in the Mosul based media network. All of the suspected terrorists are reportedly close contacts of senior leaders within the media network, who have direct ties to the al-Qaeda in Iraq senior leader Abu Ayyub al-Masri. In addition to the wanted individuals, the ground force detained four suspected terrorists during the operations.

“Iraqi and Coalition forces remain resolved to bring the terrorists to justice, ending their campaign of indiscriminate violence against the Iraqi people,” said Lt. Michael Street, MNF-I spokesman.
