Under President Obamas new policy, however, if the state that has just attacked us with biological or chemical weapons is in compliance with the Non-Proliferation Treaty, explained Gates, then the U.S. pledges not to use or threaten to use nuclear weapons against it.
Imagine the scenario: Hundreds of thousands are lying dead in the streets of Boston after a massive anthrax or nerve gas attack. The president immediately calls in the lawyers to determine whether the attacking state is in compliance with the NPT. If it turns out that the attacker is up-to-date with its latest IAEA inspections, well, it gets immunity from nuclear retaliation. (Our response is then restricted to bullets, bombs and other conventional munitions.)
However, if the lawyers tell the president that the attacking state is NPT noncompliant, we are free to blow the bastards to nuclear kingdom come.
This is quite insane. Its like saying that if a terrorist deliberately uses his car to mow down a hundred people waiting at a bus stop, the decision as to whether he gets hanged or 100 hours of community service hinges entirely on whether his car had passed emissions inspections.
Apart from being morally bizarre, the Obama policy is strategically loopy. Does anyone believe that North Korea or Iran will be more persuaded to abjure nuclear weapons because they could then carry out a biological or chemical attack on the United States without fear of nuclear retaliation?
The naivete is stunning.

Brunis security up amid Qaeda plot fear
French First Lady Carla Brunis security has been stepped up in the wake of intelligence inputs that she may be a ‘priority target’ of terror group al-Qaedas assassination plot, a media report said.
Security services believe President Nicolas Sarkozys 42-year-old wife is now high up on the al-Qaeda hitlist of potential VIP victims in France, the Daily Mail quoted the French website Pure People as saying.
Fears for Brunis safety come after al-Qaeda founder Osama bin Laden issued a chilling personal threat to kill French citizens in revenge for France backing the war in Afghanistan and their new law banning the burqa.

A possibility is that the missile was launched unintentionally. It may have been a screwup. Someone may have simply punched the wrong button.
Vandenberg Air Force Base officials said the facility’s last launch was a satellite on Friday. Naval Base Ventura County spokeswoman Teri Reid told the LA Times that the contrail did not originate at Naval Air Station Point Mugu.
“It didn’t happen here,” she told the Times. “There was no firing on the range yesterday.”

According to a criminal complaint, the active-duty special warfare operator smuggled in more than 100 firearms from Iraq and Afghanistan and conspired to sell them with two others — Richard Paul, 34, of Colorado and Andrew Kaufman, 36, of Las Vegas.
Neighbors say Andrew Kaufman’s home was always busy with activity and there was a revolving door of trucks on their street.
“We didn’t know what was going on,” neighbor Rosalynn Nettles-May said.
ATF officers say they recovered five pounds of C-4 military explosives, grenades and night vision goggles from Richard Paul’s home in Colorado.

PORT ANGELES — Lee Daniel Renfro did more than illegally drive past a guard station and onto the Port Angeles Coast Guard base earlier this year.
Undetected, the Forest Grove, Ore., Navy veteran made it past a second watch shack at 5:30 a.m. March 28, then boarded the 210-foot cutter Active.
Renfro strolled into the Active’s commanding officer’s stateroom, took a shower — and smoked marijuana he had carried onto the cutter.
He was apprehended three hours later while still on the vessel, according to a Coast Guard report of the incursion obtained by the Peninsula Daily News.
Found dead
At about 6 p.m. March 31, three days after he breached security at the Coast Guard base on Ediz Hook and boarded the Active, Renfro, 32, was found dead several miles away on Rayonier Inc.’s old pulp mill site in Port Angeles, which was closed in 1997 and is undergoing environmental cleanup.
An autopsy showed Renfro — who Coast Guard personnel described as confused and at times incoherent when they found him aboard the cutter — died of hypothermia.

At Fort Lewis, hearing starts in soldiers ‘thrill kill case

JOINT BASE LEWIS-MCCHORD The Army sergeant accused of masterminding a plan to kill Afghan civilians for sport and goading other soldiers to do the same appeared at a military hearing Tuesday to determine whether there is enough evidence to court-martial him.
In what has emerged as one of the most gruesome cases of the Afghan war, fellow soldiers say Staff Sgt. Calvin Gibbs also threatened them, collected fingers of the dead and found it amusing to slaughter animals with his assault rifle.
Gibbs has a chance to contest that portrait during the Article 32 hearing at Joint Base Lewis-McChord south of Seattle.
Charges against him include murder, dereliction of duty and trying to impede an investigation.

before 9 p.m. Some liquid coming out of the storage containers in a fenced-off area near a closed chemical plant prompted the hazmat investigation. There is also an unknown odor in the area believed to be connected to the barrels. The Red Cross had set up an evacuation center at DuPont Elementary School at 7970 Kimberly Street. Union Pacific Railroad confirms their train tracks run through the area, but said the hazmat is not involving a train or their tracks. One train had been stopped on the tracks because of the investigation. When investigators showed up at the site a group of men were there but fled. Police are searching for the men. They believe the men were stealing metal seals from storage tanks and selling the material.

November 7, Foxborough Country Gazette (Massachusetts) Probe into unodorized propane behind Norfolk, Massachusetts explosion is concluded. Findings of a probe into the source of unodorized propane gas identified as the cause of a deadly explosion at the Village at Rivers Edge July 30 have been released by the Massachusetts Attorney General and state fire marshal. The review, conducted by an independent propane expert, found unodorized propane gas was potentially distributed throughout the state and in other states from distributor DCP Midstreams (DCP) Westfield facility, starting in May 2010. Authorities began an investigation into the distribution of unodorized propane gas following the July 2010 explosion in Norfolk which claimed the life of a 48-year-old resident of Blackstone. The explosion occurred while the victim and fellow construction workers were at work on a condominium unit at the

Village at Rivers Edge of Rockwood Road in Norfolk. Two firefighters, a resident and four construction workers also suffered some injuries from the explosion. Workers reported at the time they had no indication there was a propane leak in the condo unit, since the distinctive odor that is supposed to have been added to the supply was not present propane gas is naturally odorless and state and federal law require an odorous additive to be put into supplies so it can be detected if there is a leak.

John Pike, director of globalsecurity.org, a website for military policy research, agrees. He said the idea that the government would carry out a secret launch illuminated at sunset, within view of 8 million Angelenos, is hard to believe.
“If it were secret, we’d do it at night in Alaska where only the caribou could see it,” Pike said. “It’s an airplane contrail, pure and simple.”
The vehicle is not moving fast enough and does not have the trajectory characteristics of a rocket, he said. The reason people think it’s a rocket is because it’s an optical illusion, he said.
The plane is coming over the horizon, straight at the camera. Because of the angle and the lighting at sunset it appears as a rocket rising, he said.
“I’ve seen a lot of rocket and airplane contrails over the years,” he said. “What I saw was an airplane contrail.”

Im on scene. Looks, like a tank burning. Thick black smoke appears to be drifting toward North Concord. It disapates just beyond refinery boundaries.
Its been going on now for over one hour. Seems to be calming a bit. We hear fire traffic that has them preparing to foam the fire. Now starting to small like a sulfer burnt toast odor. Im out of here. Shut your windows,doors. Seems like its taking long to control.

Normally we do not see a contrail reaching all the way to the horizon, he said. Normally there are houses or trees or clouds or something, enabling us to see the contrail way up in the middle of the air but not seeing it go all the way to the horizon. So your first instinct is to believe you are seeing a contrail emerge from the horizon.
An update from the Department of Defense Tuesday evening said the source of the contrail was still unknown, but that no unusual radar readings were reported by the Federal Aviation Administration even after they were replayed for that time and area.
No foreign missile launches were detected, and no accidental launches were made by U.S., the statement from a Department of Defense spokesman, Col. Dave Lapan.
If any new information comes to light in the coming days, we will update the press and public, the statement said.

As many as 300 schools in South Florida have been placed on lockdown today after a woman called a radio station to warn that her husband was allegedly preparing to open fire at an area school.
Capt. Dan Rakofsky of Pembroke Pines Police Department said today that an e-mail threat deemed to be “credible” was also received prompting the security measures.
