Under President Obamas new policy, however, if the state that has just attacked us with biological or chemical weapons is in compliance with the Non-Proliferation Treaty, explained Gates, then the U.S. pledges not to use or threaten to use nuclear weapons against it.
Imagine the scenario: Hundreds of thousands are lying dead in the streets of Boston after a massive anthrax or nerve gas attack. The president immediately calls in the lawyers to determine whether the attacking state is in compliance with the NPT. If it turns out that the attacker is up-to-date with its latest IAEA inspections, well, it gets immunity from nuclear retaliation. (Our response is then restricted to bullets, bombs and other conventional munitions.)
However, if the lawyers tell the president that the attacking state is NPT noncompliant, we are free to blow the bastards to nuclear kingdom come.
This is quite insane. Its like saying that if a terrorist deliberately uses his car to mow down a hundred people waiting at a bus stop, the decision as to whether he gets hanged or 100 hours of community service hinges entirely on whether his car had passed emissions inspections.
Apart from being morally bizarre, the Obama policy is strategically loopy. Does anyone believe that North Korea or Iran will be more persuaded to abjure nuclear weapons because they could then carry out a biological or chemical attack on the United States without fear of nuclear retaliation?
The naivete is stunning.

Sakineh Mohammadi-Ashtiani, an Iranian woman sentenced to death by stoning
for adultery could be executed as early as today, activists say.
Ashtiani, a 43-year-old mother of two was first sentenced to death in 2006
by two separate courts. For one charge, the involvement of the murder of her
husband, she was sentenced to death by hanging; for the second, adultery,
Ashtiani was set to be executed by stoning. The first sentence was
eventually lessened to jail time, but the second was upheld, spurring an
international outcry of protesters calling for stoning executions to be
banned. Worldwide repulsion to the practice of stoning in Iran seemed to
have little effect on the country’s decision, resulting in heated
declarations from Iran, promising not to curb Islamic law for the Western
world.

(BRUSSELS) - Somali pirates on Wednesday hijacked a Comoran-flagged vessel
as it headed to Tanzania from the Comoros with 29 sailors on board, the
European Union anti-piracy mission said.
The 43-metre-long (140-foot) merchant vessel Aly Zoulfecar was en route
between the Indian Ocean archipelago and Dar Es Salam when it was attacked,
the EU NAFOR mission said in a statement.
“On the morning of 3 November 2010, the master of the MV Aly Zoulfecar
reported that pirates were on board,” the statement said.
The ship was carrying nine crew members and 20 passengers. Among those on
board, 13 were from Tanzania, 12 from Comoros and four from Madagascar.
The UN reported on Tuesday that Somali pirates had increased the number of
successful hijackings in 2010, become more violent and expanded their attack
zone.
The pirates staged 37 successful hijackings of ships in the first 10 months
of 2010, up from 33 in the same period of 2009, the UN report said.

UK Foreign Secretary William Hague ruffles feathers in Jerusalem
The sharp differences between Israel and Britain, similar in many respects
to the unpublicized arguments between Washington and London, came to the
fore Wednesday, Nov. 3, during William Hague’s first visit to Israel as UK
Foreign Secretary.
He was informed that Israel had halted the strategic dialogue with the UK in

Al Qaeda’s No. 2, in a recording posted on the internet, has called for retaliation against the United States for sentencing a female Pakistani neuroscientist to life in prison for shooting at FBI agents and soldiers.
Aafia Siddiqui, 38, was arrested in Afghanistan in 2008 by Afghan police who said she was carrying 900 grams (2 pounds) of sodium cyanide and crumpled notes referring to mass-casualty attacks and New York landmarks.
She was found guilty in a U.S. court on charges she grabbed a rifle and fired at American interrogators as she was wrestled to the ground, and was sentenced in September to life in prison.
“The path is clear, whoever wants to free Aafia Siddiqui and retaliate against those who assaulted her and every Muslim woman should ... support the mujahideen and join them,” said a speaker identified as al Qaeda deputy leader Ayman al-Zawahri on the audio recording, posted on Islamist websites Thursday......

Flight Lands in Mumbai Under Emergency Conditions Due to Suspicious Package

MUMBAI, India — A Delta flight landed in emergency conditions in Mumbai
Thursday night after a report of suspicious cargo on board, an Indian
official said.
“The security agencies are checking the cargo,” said airport spokesman
Manish Kalghatgi.
The plane from Amsterdam landed at Mumbai’s international airport at 11pm
and was immediately taken to an isolated bay, where it was being inspected
by bomb squads and airport security, Kalghatgi said.
All 244 passengers on board Delta flight 70 were evacuated safely, he said.
“Delta staff in Amsterdam informed the pilot there may be unaccounted-for
cargo on board,” he said.
