Under President Obama’s new policy, however, if the state that has just attacked us with biological or chemical weapons is “in compliance with the Non-Proliferation Treaty,” explained Gates, then “the U.S. pledges not to use or threaten to use nuclear weapons against it.”
Imagine the scenario: Hundreds of thousands are lying dead in the streets of Boston after a massive anthrax or nerve gas attack. The president immediately calls in the lawyers to determine whether the attacking state is in compliance with the NPT. If it turns out that the attacker is up-to-date with its latest IAEA inspections, well, it gets immunity from nuclear retaliation. (Our response is then restricted to bullets, bombs and other conventional munitions.)
However, if the lawyers tell the president that the attacking state is NPT noncompliant, we are free to blow the bastards to nuclear kingdom come.
This is quite insane. It’s like saying that if a terrorist deliberately uses his car to mow down a hundred people waiting at a bus stop, the decision as to whether he gets hanged or 100 hours of community service hinges entirely on whether his car had passed emissions inspections.
Apart from being morally bizarre, the Obama policy is strategically loopy. Does anyone believe that North Korea or Iran will be more persuaded to abjure nuclear weapons because they could then carry out a biological or chemical attack on the United States without fear of nuclear retaliation?
The naivete is stunning.

When James Laxer was growing up in Toronto, he suspected his family was under constant surveillance.
But he had no idea that the Canadian government had a Cold War-era plan in place that — if a national security crisis struck — would have seen him, his mother, father, sister and brother arrested and detained.
And that under the plan his family would have been herded on to a bus and shuttled several blocks from their home to Casa Loma, the historic castle where they would be kept until a permanent internment camp was ready.
“This shocks the hell out of me,” the York University political science professor said when CBC told him of the plan.
The tourist landmark was among a number of buildings across Canada designated to temporarily hold internees under early versions of the secret contingency plan to arrest and detain Communists and sympathizers in the event of a security crisis.

Paris, France (CNN) — Saudi Arabian intelligence services are warning of a new terrorist threat from al Qaeda in the Arabian Peninsula targeting Europe, especially France, French Interior Minister Brice Hortefeux said in a radio interview Sunday.
“Several days ago the Saudi services alerted their European counterparts that there was a terrorist threat on the continent, notably in France, coming from al Qaeda in the Arabian Peninsula,” Hortefeux told RTL Radio. The message indicated the branch of al Qaeda was active or about to become active in Europe.
“The threat is real and our vigilance is intact,” he said. France’s terror alert level is at Reinforced Red, the second-highest level below Scarlette Red. “Vigilance is total,” Hortefeux said.
At least two attacks were foiled in France in the past year, and 61 people are currently jailed for suspected involvement in terrorism, the interior minister said.

The Israeli Government, together with the IDF, coordinates the delivery of a
variety of humanitarian aid and development assistance to the civilian
population of the Gaza Strip. This report details the humanitarian measures
taken during the month of September 2010, as well as general transfers of
goods and services to the Strip.
3,427 truckloads of food, fuel, and other materials entered the Gaza Strip
last month. Due to the September holidays, there was a 33% reduction in the
volume of truckloads for the month of September, however, there was a 46% in
the volume of heavy diesel fuel delivered to Gaza’s power plant. Various
ongoing projects are being coordinated by the Israeli government, the
Palestinian Authority, and international aid organization, including the
completion of 151 UNRWA housing units this month. In addition, 46 truckloads
of cement, iron and other building materials have been transferred for the
purpose of the construction of a water treatment plant in northern Gaza.
After an Israeli Cabinet decision in June 2010, the capacity of the Kerem
Shalom Crossing was nearly doubled so that 250 truckloads could enter the
Gaza Strip on a daily basis.

The wife of the Virginia man who was arrested in July after allegedly
threatening the creators of the television show “South Park” and trying to a
join a terrorist group in Somalia is being charged with a federal offense
herself.
Proscovia Kampire Nzabanita made false statements to investigators,
according to charging documents filed in U.S. District Court for the Eastern
District of Virginia.
Her husband, 20-year-old Zachary Chesser, was arrested over the summer for
allegedly trying to join the Al Qaeda-linked group Al Shabab in Somalia.
Nzabanita is not currently in custody, according to a Justice Department
official.

The three Saudis are part of a contract signed just a month ago with the Saudi Ministry of the Interior for UND to train pilots, Johnson said.
For years, UND had many Saudi students, sometimes dozens at a time. But after 9/11, there was an awkwardness that led to reduced numbers of Saudi aviation pilots.
Shortly after 9/11, in fact, a northeastern North Dakota man was prosecuted after he slugged a Saudi UND student at a Grand Forks bar, just because, he said, he thought the student might be a terrorist.

Police in Malmö now believe that a dozen or so unexplained shootings which have taken place in the city this year may be connected.
In nearly every case, the shootings have taken place just after nightfall and have targeted people with immigrant backgrounds, Skåne County police spokesperson J-B Cederholm told reporters during a Wednesday morning press conference.
“The two most recent shootings look exactly alike: men of colour have been shot from behind near a bus stop,” said Cederholm, according to the

Swedish criminology professor Jerzy Sarnecki expressed concern about the ramifications of the police’s new theory about the shootings.
“It’s extremely disconcerting, really nasty and it’s really urgent that the police arrest the perpetrator as quickly as possible. These sorts of people don’t stop until they are arrested,” he told TT.
