Under President Obama’s new policy, however, if the state that has just attacked us with biological or chemical weapons is “in compliance with the Non-Proliferation Treaty,” explained Gates, then “the U.S. pledges not to use or threaten to use nuclear weapons against it.”
Imagine the scenario: Hundreds of thousands are lying dead in the streets of Boston after a massive anthrax or nerve gas attack. The president immediately calls in the lawyers to determine whether the attacking state is in compliance with the NPT. If it turns out that the attacker is up-to-date with its latest IAEA inspections, well, it gets immunity from nuclear retaliation. (Our response is then restricted to bullets, bombs and other conventional munitions.)
However, if the lawyers tell the president that the attacking state is NPT noncompliant, we are free to blow the bastards to nuclear kingdom come.
This is quite insane. It’s like saying that if a terrorist deliberately uses his car to mow down a hundred people waiting at a bus stop, the decision as to whether he gets hanged or 100 hours of community service hinges entirely on whether his car had passed emissions inspections.
Apart from being morally bizarre, the Obama policy is strategically loopy. Does anyone believe that North Korea or Iran will be more persuaded to abjure nuclear weapons because they could then carry out a biological or chemical attack on the United States without fear of nuclear retaliation?
The naivete is stunning.

The FBI has released a scientist who was questioned at Miami International Airport after screeners spotted a metal canister in his luggage that looked like a pipe bomb and led to a 7-hour airport evacuation. No charges were filed against the 70-year-old man, who a senior U.S. government official has identified to CBS4 News as Dr. Thomas Butler. Butler was allowed to continue his trip shortly ...

Butler is an American born scientist who specializes in infectious diseases and has been known to work closely with cholera and the bubonic plague.
He served two years in prison for illegally transporting samples of the plague and was later forced out of his teaching position at Texas Tech University. Butler was convicted in 2003 on 47 counts of illegal transportation of a biohazard material.
He is currently teaching at Al Faisal University in Saudia Arabia.
CBS4 News has learned that Dr. Butler’s trip to the United States started in Saudi Arabia. He then changed planes in London and was going to change planes in Miami before ultimately ending up in San Juan Puerto Rico.

MILLIKEN, Colo. — Investigators said a fire that burnt down a historic school house early Saturday morning was intentionally set.
The Milliken School House, which was nearly 100 years old, was burnt to the ground after it was spotted engulfed in flames at about 4:11 a.m.

(CNN) — The 28-year-old victim of an acid attack was released Sunday from a Portland, Oregon, hospital, a nursing supervisor said, nearly a week after an unknown assailant threw a cup of the caustic liquid in her face.
Bethany Storro was released from Legacy Emanuel Hospital, where she had undergone surgery for her injuries after the attack last Monday, according to the supervisor, who declined to give her name.

Investigators are still in the dark about vital clues behind last month’s killing of a British intelligence employee in his London apartment. Detectives say they are still unsure about the exact cause of death of Dr. Gareth Williams, a 31-year-old mathematician employed by General Communications Headquarters (GCHQ), the British government’s communications security and surveillance agency. It has been determined that Williams, who for the past year had been temporarily transferred to MI6, Britain’s external intelligence agency, was not stabbed or shot, and is unlikely to have been strangled by his murderer(s). There are, however, increasing signs that the GCHQ scientist’s murder was carried out in a professional manner, possibly by a member of a rival intelligence agency. A further clue pointing to this possibility is that Williams’ body, which was found stuffed in a padlocked sports bag placed inside a bathtub in his apartment, had been submerged into some sort of fluid. This was reported by police officers who were first on the murder scene. But the liquid substance, which was neither blood nor water, has yet to be precisely identified. There are suspicions that it was employed to hasten the decay of Williams’ body and to erase possible toxicological clues as to the former scientist’s time and cause of death. In the past few days, it has also become known that Williams, who had received top security clearance from the British government, had recently returned from an MI6 mission to Bulgaria.

The body of Major General Yuri Ivanov, 52, who was the deputy head of Russian military intelligence (GRU), washed up on the Turkish coast earlier this month, after he disappeared close to a sensitive Russian naval facility in neighboring Syria. Russian media did not report Ivanov’s death until last Saturday when he was quietly buried in Moscow.
* Russian spy visited base installation shortly before death. According to Israeli media, Ivanov was last seen visiting the building site for a new Russian military base in the Syrian coastal city Tartus. After his visit, he left for a meeting with Syrian intelligence agents, but went missing.
* Ivanov’s body found in Turkey on August 16. Russian authorities have refused comment on why Ivanov’s death was only announced on Saturday, even though his body was found in Turkey on August 16.

WASHINGTON – The U.S. Department of the Treasury today designated Europäisch-Iranische Handelsbank (EIH), one of the few remaining European banks actively facilitating business with Iranian banks and handling billions of dollars worth of transactions on their behalf. Today’s action was taken pursuant to Executive Order (E.O.) 13382, which blocks the property of designated weapons of mass destruction (WMD) proliferators and their supporters, thereby isolating them from the U.S. financial system.
Headquartered in Hamburg, Germany, EIH provides financial services to Bank Mellat, Persia International Bank, the Export Development Bank of Iran and Post Bank of Iran, all previously designated by Treasury pursuant to E.O. 13382 and by the European Union.

Neighbors evacuated while bomb squad detonates suspicious device [San Diego]
San Diego (CBS8) - The bomb squad utilized a robot to blow off the end caps from a pipe bomb and render it safe around 10 p.m. Wednesday night. The suspicious device forced the evacuation of approximately 60 residents in a Rolando neighborhood
Maurice Luque with San Diego Fire-Rescue confirmed the object was an active pipe bomb that could have exploded. It was found in the street in the 3900 block of Vista Grande Drive around 7:00 p.m.
One witness tells investigators he saw someone in a blue sedan drive through the area and toss out what appeared to be a Fed Ex package. The man tells police he walked over, picked it up, and then saw that what appeared to be a pipe bomb protruding from the torn package, so he set it back down. The man was not hurt.
