Madison - Gov. Scott Walker's administration is no longer collecting dues on behalf of state unions and as of Sunday began charging employees more for health care and their pensions, even though nonpartisan legislative attorneys say the changes are not yet law. Administration Secretary Mike Huebsch said Monday administration attorneys have determined the law is now in effect. State workers will receive paychecks April 21 that reflect the changes, he said in a conference call with reporters.

Wisconsin Governor Scott Walker, who signed sweeping curbs on public unions into law this month, may be emerging as a potential 2012 Republican presidential contender, according to a poll issued on Thursday. The phone survey by Public Policy Polling of 642 registered voters across the country on March 10-13 found that Walker's favorability among Republican voters was 55 percent positive and 11 percent negative, a spread of 44 points. We have to see how the government-union tantrum up there plays out and to whose advantage -- that of the taxpayers or that of union members so attached to the public interest they'd rather mill around the state Capitol shouting slogans than perform the jobs for which they hired on....
