Former Vice President Al Gore visits the Brookings Institution for a speech marking the introduction of the Institution's Center for Effective Public Management. The Center for Effective Public Management will focus its research on increasing efficiency in government and working with public and private entities to solve 21st century political challenges, according to the Brookings Institution.
