I knew I wasn’t taking much of a political risk by advocating for normal relations. It was hard to accuse me of bad faith, and I felt pretty safe from criticism. I think it was the right thing to do, and I’m proud I did it. But it didn’t require any political courage on my part. That was not the case for President Clinton.
