Got overturned by Court of Appeals, Bottom line from Court of Appeals: DOGE does not run USAID, Department of State does through Secretary of State Marco Rubio. DOGE investigates and makes recommendations as advisors to Department of State for them to get rid of corrupt USAID employees etc.
