<p>Tuesday evening Gov. Arnold Schwarzenegger gave Californians the bold vision the state needs. In his first State-of-the-State address, he firmly came out against new taxes; made a compelling case for deep cuts in the state budget to end what he said was a projected $15 billion deficit for fiscal year 2004-05, which begins July 1; and spoke with the kind of optimism that resounds with the people of this state.</p>
