Tesoro could not guarantee that a worst-case rail car spill or public safety disaster could never occur if this project is built. Crappy options are so much easier to slam in the fix. A Tesoro Xl type network is clearly out of the question due to excess feasibility constraints.

BP today corrected a number of inaccurate reports that the ARCO brand would be withdrawn from Southern California. BP remains committed to the ARCO and ampm convenience store brands. BP announced plans to divest its Carson, California refinery and Southern California retail network in February 2011. The company intends to sell the refinery, associated businesses and the ARCO-branded retail network in 2012 as an on-going business. A number of prospective buyers have already expressed interest in the refinery and ARCO brand. ANACORTES, Wash. — An explosion and fire at a Washington state oil refinery shook homes and shot flames into the night sky early Friday, killing four people and critically injuring three others. The fire struck the Tesoro Corp. refinery in Anacortes, about 70 miles north of Seattle on Puget Sound, at about 12:30 a.m., the company said.
