    A federal appeals court on Wednesday temporarily blocked a judge's ruling that it was unconstitutional for Congress to cut funding to the activist group ACORN. The ruling by the three-judge panel of the 2nd U.S. Circuit Court of Appeals in Manhattan will remain in place until full arguments on the issue can be heard during the summer.
