<p>WASHINGTON (AP) -- The chairman of the Senate Judiciary Committee says he won't block legislation to award the Presidential Medal of Valor to New York City firefighters and police officers who died Sept. 11.</p>
<p>Sen. Patrick Leahy, D-Vt., said Friday he still has concerns that procedures for choosing recipients were not followed but will allow the committee to consider the measure.</p>
