The state Court of Appeals has reinstated Milwaukee's 75-year-old residency rule, which requires city employees to live within city limits. The District 1 Court of Appeals overturned a ruling by Milwaukee County Circuit Judge Paul Van Grunsven, who in January 2014 ruled that a measure signed into law by Gov.
