COLUMBIA, SC (WIS TV) - Gov. Mark Sanford is signing legislation that lets people shampoo hair in salons without having taken the mandated 1,500 hours of training for a cosmetology license. The measure exempts from licensing requirements salon employees whose sole duty is to wash hair. Sanford says the current law for shampooing is an example of the wacky South Carolina laws that shouldn't be in place.
