The Chinese are rapidly building a world-class navy that, by 2022, could include as many as four aircraft carriers, according to current estimates. Already, the People’s Liberation Army Navy (PLAN) has fielded a pair of carriers: The Liaoning, a Soviet-era vessel that the Chinese spent many years refurbishing and which now serves primarily as a training ship; and the Type 002, which is currently undergoing sea trials and has yet to be named. There is a third carrier, the Type 003, under construction at the Jiangnan Shipyard in Shanghai, and there are “credible reports of a fourth ship of the...

The Navy’s 30-year shipbuilding plan falls short of the strategic imperative. In 1961 President John F. Kennedy challenged the nation with a great goal: “I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the Moon and returning him safely to Earth.” “Before this decade is out.” This nation used to be able to do great things in a short period of time, when it thought it was important. This past week the U.S. Navy, with its 30-year shipbuilding plan, fell short of the standard of national greatness....

Latin America, long considered off-limits for Russian military outposts because of its proximity to Washington, is rapidly becoming the latest region targeted for Moscow’s expanding reach. Russia is also asking those countries to allow long-range bombers to refuel at their air bases.

The statement, released yesterday, contradicts assessments of some pro-China analysts and intelligence officials who have said the nation's military buildup is relatively benign and limited to resolving the sovereignty issue of Taiwan, which was separated from China in 1949 during a civil war. China...

THE RISING SEA DRAGON IN ASIA By Jeff Head, January 2004 In the 1990's the Poeple's Republic of China embarked on an unprecedented military buildup to modernize their aremd forces, increase their qualitative functioning and put them in a position to be able to better carry out the geo-olitical dictates of the Red Chinese government. This necessarily includes being able to develop themselves to a point that they could credibly confront the other armed forces in the region who may stand in the way of those geo-political directives, in particularly the United States. The buildup has covered the spectrum...
