    SEC. 120. (a) PROHIBITION.—Notwithstanding sec
    tion 106(1), during the period between the date of enact
    ment of this Act and the date specified in section 106(3)
    of this Act, no federal funds may be used to initiate, carry
    out, implement, or otherwise notice a reduction in force
    to reduce the number of employees within any department,
    agency, or office of the Federal Government.
    (b) APPLICABILITY.—The prohibition under sub
    section (a) shall apply to all civilian positions, whether per
    manent, temporary, full-time, part-time, or intermittent,
    and without regard to the source of funding for such posi
    tions.
    (c) EXCEPTION.—The prohibition under subsection
    (a) shall not apply to—
    (1) voluntary separations or retirements;
    (2) actions necessary to comply with a court
    order; or
    (3) actions taken, beginning only on the first
    day of a lapse in appropriations, necessary to imple
    ment or maintain an orderly shutdown of govern
    ment operations.
    (d) DEFINITIONS.—For purposes of this section, the
    term ‘‘reduction in force’’ means actions taken by an agen
    cy pursuant to section 3501 through 3504 of title 5,
    United States Code or section 3595 of such title, or any
    similar reduction of positions at any department, agency,
    or office of the Federal Government, unless such reduction
    has been provided for in this Act.
    (e) Notwithstanding section 106(1), any reduction in
    force proposed, noticed, initiated, executed, implemented,
    or otherwise taken by an Executive Agency between Octo
    ber 1, 2025, and the date of enactment, shall have no force
    or effect.
    (1) Any employee who received notice of being
    subject to such a reduction in force shall have that
    notice rescinded and be returned to employment sta
    tus as of September 30, 2025, without interruption.
    Such employees shall receive all pay to which they
    otherwise would have been entitled in the absence of receiving such notice, including backpay in accord
    ance with section 116 of this Act.
    (2) Within 5 days of date of enactment of this
    Act, each Federal agency shall send notice to all af
    fected employees and the chairs and ranking mem
    bers of the Appropriations Committees of the Senate
    and House of Representatives of the withdrawal of
    the reduction in force notice and the affected em
    ployee’s reinstatement, if applicable.
    (3) Notices must include reinstatement date
    and the amount of back pay determined in para
    graph (1), if applicable.

    SEC. 118. (a) If a State (or another Federal grantee)
    used State funds (or the grantee’s non-Federal funds) to
    continue carrying out a Federal program or furloughed
    State employees (or the grantee’s employees) whose com
    pensation is advanced or reimbursed in whole or in part
    by the Federal Government—
    (1) such furloughed employees shall be com
    pensated at their standard rate of compensation for
    such period;
    (2) the State (or such other grantee) shall be
    reimbursed for expenses that would have been paid
    by the Federal Government during such period had
    appropriations been available, including the cost of
    compensating such furloughed employees, together
    with interest thereon calculated under section
    6503(d) of title 31, United States Code; and
    (3) the State (or such other grantee) may use
    funds available to the State (or the grantee) under
    such Federal program to reimburse such State (or
    the grantee), together with interest thereon cal
    culated under section 6503(d) of title 31, United
    States Code.
    (b) For purposes of this section, the term ‘‘State’’
    and the term ‘‘grantee’’ shall have the meaning as such
    term is defined under the applicable Federal program
    under subsection (a). In addition, ‘‘to continue carrying
    out a Federal program’’ means the continued performance
    by a State or other Federal grantee, during the period
    of a lapse in appropriations, of a Federal program that
    the State or such other grantee had been carrying out
    prior to the period of the lapse in appropriations.
    (c) Notwithstanding section 106, the authority under
    this section applies with respect to any period in fiscal
    year 2026 (not limited to periods beginning or ending
    after the date of the enactment of this Act) during which
    there occurs a lapse in appropriations with respect to any
    department or agency of the Federal Government which,
    but for such lapse in appropriations, would have paid, or
    made reimbursement relating to, any of the expenses re
    ferred to in this section with respect to the program in
    volved. Payments and reimbursements under this authority shall be made only to the extent and in amounts pro
    vided in advance in appropriations Acts, including divi
    sions A through D of the Continuing Appropriations, Agri
    culture, Legislative Branch, Military Construction and
    Veterans Affairs, and Extensions Act, 2026.

    SEC. 111. (a) For entitlements and other mandatory
    payments whose budget authority was provided in an ap
    propriations Act specified in section 101, and for activities
    under the Food and Nutrition Act of 2008, activities shall
    be continued at the rate to maintain program levels under
    current law, under the authority and conditions provided
    in the applicable appropriations Act, to be continued
    through the date specified in section 106(3) of this Act.
    (b) Notwithstanding section 106, obligations for man
    datory payments due on or about the first day of any
    month that begins after October 2025 but not later than
    30 days after the date specified in section 106(3) may con
    tinue to be made, and funds shall be available for such
    payments.

    (3) January 30, 2026.

    SEC. 160. Section 562(c) of the European Bank for
    Reconstruction and Development Act, as amended (22
    U.S.C. 290l et seq.), is further amended by adding the
    following new paragraph at the end:
    ‘‘(13) CAPITAL INCREASE.—
    ‘‘(A) SUBSCRIPTION AUTHORIZED.—
    ‘‘(i) The United States Governor of
    the Bank may subscribe on behalf of the
    United States up to 40,000 additional
    shares of the paid-in capital stock of the
    Bank. ‘‘(ii) Any subscription by the United
    States to additional paid-in capital stock of
    the Bank shall be effective only to such ex
    tent and in such amounts as are provided
    in advance in appropriations Acts.
    ‘‘(B) AUTHORIZATION OF APPROPRIA
    TIONS.—In order to pay for the increase in the
    United States subscription to the Bank under
    paragraph (A), there are authorized to be ap
    propriated, without fiscal year limitation,
    $437,457,804, for payment by the Secretary of
    the Treasury.’’.

    Yes, all of that, but your RINOs just frittered away Trump's opportunity to start fixing stuff.

    When 80% of white women vote to don burkha's because it turns out they cannot pay their college loans to obtain useless ivy league degrees held out by the system as a ticket to financial security there is a huge problem that needs fixing. The winners of that are the financial gurus getting 8 and 9 figure salaries packaging student loans, the deans presidents and administrators of these universities geting high 6 and 7 figure salaries and all the professors who get to teach the garbage subjects in which they got their degrees. In the old days a liberal arts degree gave you at least the ability to write and speak, an sound understanding of western culture and valuable critical thinking skills.

    All of that is part of what has to be fixed, and its just a part. I am not suffering but even I cannot afford steak as a part of my weekly shopping list. Why? The meatpackers it seems have a monopoly and are engaged in price fixing to profit off the customers by keeping prices high and farmers by keeping prices low.

    My stepdad was also named Jack, a bombardier in the 9th USAAF, 343 Bomb Squadron, 98th Bomb Group flying B-24s over Ploesti. Was full colonel when he passed.

    The 98th bombed strategic targets including shipping, harbors, oil refineries and airfields throughout North Africa, Sicily, Italy, Crete, Greece, Yugoslavia, Rumania, Austria and Germany. The three Italian ports remained their main target. The group took part in a series of concentrated attack on Catania, Italy in April.

    “Two Indian refiners bought a total of 5 million barrels of crude oil from the United States, Iraq, and the UAE on the spot market as they seek alternatives to Russian crude.

    Reuters reported, citing unnamed industry sources, that Hindustan Petroleum Corp. had bought 2 million barrels of West Texas Intermediate and 2 million barrels of Murban crude for delivery in January.

    The other refiner, Mangalore Refinery and Petrochemicals, bought 1 million barrels of Basra Medium, also to be delivered in January, the Reuters sources said.

    The search for alternative oil supplies follows the Trump administration’s decision last month to sanction Rosneft and Lukoil, which together account for half of Russia’s oil exports and a significant portion of Indian imports from the country.

    The sanctions ignited a rush to secure supplies ahead of the entry into effect of the sanctions, on November 21, while oil buyers look for loopholes to keep their access to discounted Russian crude.

    Meanwhile, Bloomberg reported an unusual move by two tankers, both sanctioned by the European Union and the UK, which performed a ship-to-ship transfer off the Indian coast last week. One of the tankers, the Ailana, had been idling for a couple of weeks prior to the transfer, Bloomberg wrote, noting that after the transfer, the receiving tanker, Fortis, continued to the Indian port of Kochi, while the Ailana set off for Russia.

    In separate but related news, India’s president, Droupadi Murmu, said Indian oil and gas companies were seeking long-term relationships with Angolan energy entities, interested in investing both in energy commodities and in critical minerals.”
