SAN FRANCISCO - Monadel Herzallah, a San Francisco labor leader, was on the phone trying to make sure a voter understood how the Oct. 7 recall election would work -- and what the state's major unions want the results to be. Sitting next to him Tuesday night at a phone bank run from the offices of the San Francisco Labor Council was Chloe Osmer. The voter she called brought up Republican Arnold Schwarzenegger.
