New York lawmakers are considering a bill that would bar law enforcement officers from conducting traffic stops for minor violations. Even as more local schools are reaching state targets on benchmark tests, nearly three-quarters of Los Angeles Unified schools fall among the state's lowest performing campuses, according to data released today by the California Department of Education.
