Max Baucus, D-Mont., has received the highest proportion of large-dollar, out-of-state contributions of all the candidates for the Senate this year, a Capitol Hill newspaper reported Wednesday. The Hill said Baucus has received 86.9 percent of his individual donations of more than $200 from out-of-state donors. He was followed by Sen. Tom Harkin, D-Iowa, at 82.9 percent and Sen.
