HARTFORD— — Now that Pedro Miranda has been convicted of the 1988 killing of a 17-year-old girl at the Nelton Court housing project, it is time for Miguel Roman, the man who wrongfully served 20 years in prison for the crime, to seek justice. Roman is suing the city of Hartford and the police officers who investigated the slaying of Carmen Lopez, seeking unspecified compensatory and punitive damages, in federal court.
