The animal rights group People for the Ethical Treatment of Animals is contending that medical training using live pigs at a Valley Center avocado grove violates the property's zoning. The organization says in a letter to the director of the Department of Planning and Land use that the land off of Pala Loma Drive is zoned limited agricultural and that medical training exercises are not a permitted use.
