Former Lt. Gov. Donald S. Beyer Jr. and former congressman L.F. Payne Jr. have indicated they are not interested in running for the U.S. Senate next year. James Webb, who lives in Arlington County and was a secretary of the Navy under President Ronald Reagan, also is being talked about as a Democratic candidate for the Senate. He could not be reached for comment. Webb has been an outspoken critic of the war in Iraq.
