    HARRISBURG -- Bob Regola, who won the highest-profile race in the General Assembly last fall, was sworn in as a state senator Tuesday and promptly proposed a constitutional amendment to eliminate the Legislature's so-called lame-duck sessions. Regola, R-Hempfield, defeated Democratic incumbent Allen Kukovich, of Manor, by more than 5,300 votes in the Nov. 2 general election in a campaign that cost $1.5 million. Kukovich had served 20 years in the state House and eight in the Senate. By mid-day, three other senators had signed as co-sponsors of Regola's joint resolution to eliminate post-election sessions.
