<p>FRANKFORT, Ky. -- A bill to create a crime of ''fetal homicide'' passed the Senate yesterday by a vote of 34-3 and heads to the House, where three similar bills have failed in past years.</p>
<p>''The only holdup in the House is the chairman in Judiciary,'' said Sen. Richard Roeding, R-Lakeside Park, sponsor of Senate Bill 41, which allows authorities to prosecute someone who causes a stillbirth or miscarriage during an attack on a pregnant woman.</p>
