DURHAM -- If people could be charged with walking while impaired by alcohol, Johnnie Patt Ndogo would have been a prime candidate Friday morning, court officials said. They said Ndogo smelled of alcohol and stumbled when he appeared in traffic court to answer allegations that he failed to comply with penalties arising from an earlier drunken driving case. So Ndogo, 55, was given a breath test.
