Of all America's immigrant visa programs, arguably the most successful for the U.S. economy has been the H-1B program. This program admits highly skilled foreign workers who fill vital employment niches to make our Made in America businesses more successful in international markets. Armando Navarro, the longtime Inland activist for immigrant and Latino rights, is in Mexico today, deep into at least his third political battle this year. "We're going into a very precarious, explosive, volatile situation," said the UCR ethnic studies professor, who is in Mexico City protesting the narrow loss by a candidate in July's Mexican presidential election. With observers planning to focus critical attention on Houston's immigrant day laborers, advocates are scrambling to organize the men who gather on street corners throughout Houston. A newly reopened day labor center in the Second Ward has drawn some, but not all, workers off nearby corners, and a volunteer working with the city has proposed a comprehensive solution to the problem.
