KYIV, Ukraine (AP) – Ukrainian units locked in street battles with the Kremlin´s forces in a key northeastern Ukraine town have halted the Russian advance, military officials in Kyiv claimed Thursday, though a senior Moscow official said the frontline push had enough resources to keep going. Russian attempts to establish a foothold in the town of Vovchansk, which is among the largest towns in Ukraine´s northeastern Kharkiv region with a prewar population of 17,000, “have been foiled,” Ukraine´s general staff said in a midday report. The US and Japan were forced to halt military exercises this week because of Russian jets flying nearby, Japanese officials have revealed. Russia admitted its jets were flying above the Sea of Japan, but said the pilots had not breached any rules. Moscow and Tokyo have argued recently over an island chain they both claim. The US-Japan war games are the biggest ever held between the two countries, involving more than 44,000 personnel and 60 warships. WASHINGTON - A temporary rule allowing some road-building in remote areas of national forests will not be renewed, the Bush administration said Wednesday. The decision effectively reinstates a Clinton-era rule blocking development on 58 million acres of federal land. <p>The three men, who had valid visas, were arrested at the San Jose INS office in December and shipped out on a 30-hour, six-stop flight before authorities finally found a place to imprison them in San Diego. After six days in custody, the men were released in San Jose on Christmas Eve.</p>
