CHICAGO — How do you make sure police officers are held accountable if most of their full disciplinary records are no longer available? That question is at the center of what might be the next big battle brewing over police accountability across the country, and specifically in Chicago. The recent release of videos showing deadly shootings of black citizens by white police officers in Chicago has many demanding police accountability and has led to a U.S. Department of Justice investigation into the patterns and practices of the Chicago Police Department. And now, there is a legal fight over the destruction...

Legal eagle Alan Dershowitz is not taking the accusation that he bedded a teenage sex slave lying down. The former Harvard Law School professor has filed a sworn statement in Miami federal court "to protect his reputation" against what he calls "outrageously false" and "contemptible" allegations. Dershowitz also vowed to file disciplinary complaints against the attorneys representing his accuser, who has been identified as 30-year-old Virginia Roberts. But before Dershowitz could, the lawyers — Paul Cassell and Bradley Edwards — sued him for defamation.

A recently completed Pentagon inquiry into the accidental burnings of Qurans in Afghanistan could result in disciplinary action against U.S. troops. Gen. James Mattis, head of Central Command, has reviewed the Defense Department's findings on the incident and issued his recommendations for action to the heads of the services, according to Pentagon spokesman Capt. John Kirby. Kirby declined to comment Wednesday on which service chiefs received Mattis's recommendations or what specific disciplinary actions were being considered. "Each service is going to handle this differently," he said. "That is a process that [the services] own." Up to half dozen American troops...

A Dallas federal judge found no basis Monday for U.S. District Judge John McBryde to issue sanctions against a Florida man, his Fort Worth attorney and two other lawyers after the Fort Worth judge accused them of "unethical behavior." U.S. District Judge David Hittner also dismissed the case against Fort Worth attorney Joseph Cleveland, Newark, N.J., lawyer Melvin Silverman, Fort Lauderdale, Fla., attorney S. Tracy Long and their client John "Jack" Gillig of Pompano Beach, Fla. Hittner's ruling appears to be the last step in an unusual case that began in January when McBryde sanctioned the attorneys and their client...

The disciplinary arm of the N.C. State Bar dropped charges of felonious misconduct against two former Union County prosecutors Friday because of a 1999 clerical error at the state Supreme Court. The State Bar had charged Kenneth Honeycutt and Scott Brewer with lying, cheating and withholding evidence in a 1996 death penalty case. The ruling Friday marks the second time that Honeycutt and Brewer won on procedural grounds before the bar's Disciplinary Hearing Commission, which sits as judge and jury in disciplinary cases. . . . Prosecutors around the state are concerned that the case is damaging their reputation and...

UNITED NATIONS (AP) - Secretary-General Kofi Annan is taking disciplinary action against the head of the U.N. oil-for-food program in Iraq following an investigation of alleged corruption in the humanitarian program, a senior U.N. official said Thursday. The decision came after a report by former Federal Reserve Chairman Paul Volcker accused program chief Benon Sevan of unethical conduct and Joseph Stephanides of manipulating an oil-for-food contract, according to Mark Malloch Brown, Annan's chief of staff. At the time the contract was awarded, Stephanides was chief of the U.N. Sanctions Branch and deputy director of the Security Council Affairs Division in...
