<p>OWENSBORO, Ky. – Democrat Ben Chandler opened the door to gambling in Owensboro during a debate between gubernatorial candidates in the Ohio River city yesterday, but turned his back on a higher cigarette tax.</p>
<p>Republican nominee Ernie Fletcher, who says he doesn't support expanded gambling but wouldn't oppose passage of it as governor, said Chandler is changing his tune from place to place. Fletcher said any gambling proposal must not hurt Owensboro.</p>
