At least 12,000 Wisconsin felons may not have their DNA in a state databank because of failures in the system, Attorney General J.B. Van Hollen said Wednesday. The statement says that DNA samples for "at least" 12,000 other people fall into the same category, meaning that their DNA should be in the system but is not.
