SAN DIEGO – Gov. Arnold Schwarzenegger was in San Diego Thursday to promote his proposed ballot measures to change the state budgeting practices, pension system, teacher pay and legislative redistricting. Schwarzenegger appeared on KOGO radio's Roger Hedgecock Show, before joining the host to gather signatures to bring his measures before voters, officials with Schwarzenegger's office said.
