MERIDEN - A former police captain accused of biting a woman in the arm has resigned from his job as training coordinator at the Meriden Police Department, a police spokesman said. Francis Woodruff, 51, left the department on May 8 after an employee at the Police Officer and Standards Training Council said he bit her arm on April 24, leaving teeth marks and bruising, officials said.
