A federal judge Friday issued a permanent injunction barring President Donald Trump from deploying National Guard troops from any state to Oregon, finding the president exceeded his authority.“Even giving great deference to the President’s determination, the President did not have a lawful basis to federalize the National Guard,” U.S. District Judge Karin J.
