Two women who filed a lawsuit to block prayer at city council meetings have been told not only did they lose the case, they can never refile it. Judge Ewing Werlein, Jr. has thrown out a lawsuit against Houston over city council prayer. Kelly Shackelford, president and CEO of Liberty Institute, represented Houston in the lawsuit filed by Kay Staley and Ray Hill, two non-believers.
