By our count at the Galen Institute, more than 54 significant changes have been made to the Patient Protection and Affordable Care Act since it was enacted in 2010 – at least 34 that the Obama administration has made unilaterally, 17 that Congress has passed and the president has signed, and three by the Supreme Court. Our latest count has added two more changes made by the Obama administration contrary to statutory language, and one rewrite of the law’s text from the latest U.S. Supreme Court decision. Our latest additions: Extension of credits to people receiving employer-sponsored coverage. Section 1511...

NEW YORK (WABC) -- It appears someone forgot to exempt police officers from the ban of ammunition clips with more than 7 bullets in New York State's new gun control law. It's a big oversight that apparently happened in the haste by the Cuomo Administration to get a tough package of gun-control measures signed into law. On Tuesday, Governor Andrew Cuomo signed the sweeping gun measure, the nation's toughest. It includes a ban on the possession of high-capacity magazines.

The contentious debate over judicial confirmations is often portrayed as a referendum on the notion of a "living Constitution." Conservatives like U.S. Supreme Court Justice Antonin Scalia believe that judges should adhere to the original text of the Constitution as expressed in the meaning of the words and their understanding at the time the Constitution was ratified. Liberals respond that the Constitution must be adapted to reflect changes in society's values and attitudes. However, these viewpoints are not, in fact, mutually exclusive. In truth, no one seriously believes the Constitution is "dead." America's founding fathers provided a procedure for amending...

Titles to articles are often manipulated with comments before or after. Look over at breaking, front page..., most of the story titles are "decorated". It's easier to recognize the possible redundancy when comments are added on in the end, but not always. Done up front, it's difficult. There's nothing wrong with "dressing up" the title, but there are better ways. NRO is one of many URLs which uses a second line to "develop" it's title. Something such as that seems to provide full freedom to all. Kleczka won't run again Wisconsin House DemocratJS Online ^ | 1-25-04 | DAVE UMHOEFER...

In the months after Sept. 11, airport screeners confiscated record numbers of nail clippers and scissors. But nearly half the time, they failed to stop the guns, knives or simulated explosives carried past checkpoints by undercover investigators with the Transportation Department's inspector general. In fact, even as the Federal Aviation Administration (news - web sites) evacuated terminals and pulled passengers from more than 600 planes because of security breaches, a confidential memo obtained by USA TODAY shows investigators noticed no discernable improvements by screeners in the period from November through early February, when the tests were conducted. At screening checkpoints,...
