WASHINGTON — The administration says President Bush is nominating federal judges at a faster rate than his three most recent predecessors, but the Democratic-led Senate Judiciary Committee is dragging its feet on holding confirmation hearings for the nominees. BOSTON (AP) -- Ships using East Coast ports need to slow down to protect the endangered right whale, according to a federal report released Thursday. The 23-page draft report recommends ships cut their speed to 10 knots near whale habitats. It also proposes buffer zones of up to 15 miles around areas where right whales are spotted and mandatory shipping lanes in specified areas off Cape Cod, Florida and Georgia.
