States including Texas and Florida, which have completely reopened, are reporting fewer coronavirus cases than Michigan, Pennsylvania and New York, which have COVID-19 restrictions and mask mandates in place, according CDC data. Texas Gov Greg Abbott ended a mask mandate on March 10 and fully reopened the state. In Florida, which doesn't have a mandate, Gov Ron DeSantis allowed businesses to fully reopen in September. However, there are still restrictions in place for Pennsylvania, New York and Michigan, which for the last few weeks led the daily increase in COVID-19 cases.
