CALIFORNIA -- California's state Senate approved a measure Thursday to limit an individual's handgun purchases to one a month, making it the largest state to pass a measure that gun-control advocates say will reduce the flow of guns to criminals. The state Assembly had passed the bill during the spring. But Gov. Gray Davis, a Democrat, has not said whether he will sign the bill. The chairman of the Republican National Committee criticized first lady Hillary Rodham Clinton Thursday for using government aircraft and resources for campaign-style visits to the state. Mrs. Clinton, expected to seek the Senate seat being vacated next year by retiring Democratic Sen. Daniel Patrick Moynihan, has made 12 trips to New York in 1999. The cost to taxpayers is estimated at more than $220,000, said the top Republican, Jim Nicholson. A California legislative proposal to honor former Republican President Ronald Reagan with a California license plate has become a victim of political wrangling as a Democrat state Senator refuses to give the measure a Transportation Committee hearing. Thousand Oaks, California Republican State Assemblyman Tony Strickland sponsored the bill to honor Reagan by putting his photograph on specially ordered license plates.
