WASHINGTON (Reuters) - Republican leaders in the House of Representatives said Wednesday they have agreed on a plan to provide roughly $1 trillion in tax cuts over 10 years, raising the stakes in a battle with President Clinton over how to spend bigger-than-expected budget surpluses.
