Afghanistan to Ask NATO for Bigger Army

Afghan officials will go to the NATO summit in Romania Thursday with a request: pay to increase our national Army by 40 percent. A bigger Army, Afghan officials argue, will allow the US and other coalition members to scale back in the coming years.

This appeal comes amid pleas from the US and Canada for other NATO members to commit more to the Afghanistan mission, which many analysts say has floundered over the past year for lack of resources and a coherent strategy. France is expected to contribute another 1,000 forces and Germany is likely to make a bigger commitment.

But American and Afghan government sources with knowledge of the expected Afghan proposal say that an increase from the current authorization of 86,000 Afghan Army soldiers to 120,000 is the only way to create an enduring defense against a resurgent Taliban and elusive Al Qaeda operatives. Hamas Cleric Predicts ‘Rome Will Be Conquered by Islam’

A sermon last Friday by a prominent Muslim cleric and Hamas member of the Palestinian parliament openly declared that “the capital of the Catholics, or the Crusader capital,” would soon be conquered by Islam.

The fiery sermon, delivered by Yunis al-Astal and aired on Hamas’ Al-Aqsa TV, predicted that Rome would become “an advanced post for the Islamic conquests, which will spread though Europe in its entirety, and then will turn to the two Americas, even Eastern Europe.”

“Allah has chosen you for Himself and for His religion,” al-Astal preached, “so that you will serve as the engine pulling this nation to the phase of succession, security and consolidation of power, and even to conquests through da’wa and military conquests of the capitals of the entire world.

“Very soon, Allah willing, Rome will be conquered, just like Constantinople was, as was prophesized by our prophet Muhammad,” he added.

Al-Astal last June preached how it was the duty of Palestinian women to martyr themselves by becoming homicide bombers.

“The most exalted form of jihad is fighting for the sake of Allah, which means sacrificing one’s soul by fighting the enemies head-on, even if it leads to martyrdom,” he said in a June 23, 2007 interview.

Huge Crowds Expected for Pope Benedict XVI’s U.S. Arrival

WASHINGTON — The leader of the world’s 1 billion Roman Catholics has been to the White House only once in history. That changes this week, and President Bush is pulling out all the stops: driving out to a suburban military base to meet Pope Benedict XVI’s plane, bringing a giant audience to the South Lawn and hosting a fancy East Room dinner.

These are all firsts.

Bush has never before given a visiting leader the honor of picking him up at the airport. In fact, no president has done so at Andrews Air Force Base, the typical landing spot for modern leaders.

A crowd of up to 12,000 is due at the White House on Wednesday morning for the pope’s official, pomp-filled arrival ceremony. It will feature the U.S. and Holy See anthems, a 21-gun salute, and the U.S. Army Old Guard Fife and Drum Corps. Both men will make remarks before their Oval Office meeting and a send-off for his popemobile down Pennsylvania Avenue.

Troops Kill Terrorist, Detain 10 in Northern Iraq

BAGHDAD, April 14, 2008 – Coalition forces killed one terrorist and detained 10 suspects in operations across northern Iraq yesterday.

— South of Beiji, coalition forces targeted suspects in a bombing network that covers a swath of Iraq from Tikrit to Anbar province. One man was killed and two captured.

— In Mosul, forces caught one man believed to be associated those bringing foreign fighters into Iraq. Also in Mosul forces captured a reported al-Qaida leader wanted for coordinating attacks against Iraqi and coalition forces. Another suspect was captured during that operation.

— Forces captured four suspects in Rabiyah, northwest of Tal Afar.

In operations across Iraq on April 12:

—Five al-Qaida in Iraq members were killed and two others wounded during an air assault by the Iraqi police and coalition forces at a camp in the western desert of the Salahuddin. During the raid, one terrorist detonated a suicide vest, killing himself. Forces found hand grenades, mortar rounds, detonation cord, propellant, 60 mm rockets, blasting caps, and a suicide vest at the site.

—In Mosul, a car bomber hit an Iraqi army checkpoint killing a child and wounding eight Iraqis. The injured were taken to a nearby medical facility. The driver was wounded but not killed.

—A Baghdad air weapons team killed two suspects emplacing improvised explosive devices in New Baghdad. The team saw four criminals emplacing the bombs. The team fired a Hellfire missile, destroying the IED and killing two. The other two escaped.

—In Sharqat, coalition forces wounded one suspected terrorist when he refused to stop the car he was driving as ordered. Forces fired on the car after the driver refused to stop. Anther man also was in the vehicle and was detained. He was unhurt.

—Coalition forces caught a suspected Iranian-trained “special groups” weapons facilitator northeast of Baghdad. He is suspected of attacks against coalition forces and Iraqi citizens.

—In Mosul and Sharqat, forces captured three wanted individuals suspected of helping terrorists link up with al-Qaida operations and leadership cells. Thirteen other suspects were detained in the operation.

—In Baghdad, forces captured three men suspected of involvement in the Baghdad car-bombing network.

—Coalition forces nabbed two suspects south of Kirkuk.

In operations across Iraq on April 11:

—Several terrorists were killed in eastern Baghdad after their convoy was attacked by multiple road-side bombs and small-arms fire. Two snipers were killed along with two others firing rocket-propelled grenades. At least nine others were reported killed in the battle.

—A coalition forces unmanned aerial vehicle killed six terrorists and injured one as they were firing mortars at Iraqi security forces. They were killed in the Hyanniyah district.

—Forces caught an alleged foreign-terrorist facilitator and three other suspects in northwestern Iraq. The wanted man is believed to be responsible for coordinating the movement of terrorists into Iraq from several countries.

—Eight suspects thought to be connected with improvised-explosive-device attacks, sectarian violence, and weapons smuggling in the Madain Qada area were caught southeast of Baghdad. During the operation, forces cleared 35 houses and confiscated several weapons and ammunition drums.

—The Iraqi Department of Border Enforcement found a large weapons cache in the eastern desert of Diyala province. The cache held more than 100 anti-personnel mines, as well as anti-tank mines and a 155 mm projectile.

—Coalition forces nabbed a key suspect in Jisr Diyala. The man is a known criminal leader responsible for improvised-explosive-device attacks, indirect-fire attacks, and weapons smuggling in the area.

Earlier, members of the Sons of Iraq citizen security group in Nine Nissan, a village east of Baghdad, led forces to a weapons cache. The cache held 18 rockets, 14 mortars, 10 105 mm shells, 10 103 mm shells, and two tank rounds.

Coalition Forces Detain 12 Suspects in Iraq Operations

WASHINGTON, April 14, 2008 – Coalition forces netted nine suspects during operations in Iraq targeting senior al-Qaida leaders today.

Coalition forces conducted two missions targeting the al-Qaida bombing network. In a precision operation in Beiji, the ground force captured an alleged associate of the area’s bombing cell. Farther south, coalition forces detained two suspected terrorists in Tikrit, one of whom allegedly is linked to a senior terrorist leader in the Baghdad bombing network.

North of Taji, coalition forces captured a suspected close associate of a senior terrorist leader.

Southwest of Tal Afar, coalition forces captured a suspected al-Qaida terrorist believed to be responsible for the group’s finances in the region and an additional suspect. Two women were slightly injured when the ground force breached the door of the target building. They were treated on site.

In Mosul, four suspected terrorists were detained during an operation. Coalition forces also detained two individuals allegedly involved in the al-Qaida in Iraq foreign terrorist facilitation network west of Samarra.

In operations in Iraq yesterday:

— Soldiers from the 4th Infantry Division’s 3rd Brigade Combat Team conducting a tank patrol in eastern Baghdad killed six criminals after they attacked the patrol with rocket-propelled grenades. A rotary-wing air-weapons team was called in and witnessed an armed criminal in an open field and killed him. Soldiers in the tank identified the armed criminals on the rooftop of a nearby building who attacked them with RPG fire and engaged the armed men, killing five.

— Criminals attacked a Multinational Division Baghdad patrol with a homemade bomb in eastern Baghdad, igniting a major fire at the nearby Ummal market. Iraqi emergency response personnel responded to the fire. Multinational Division Baghdad soldiers recovered the vehicle and suffered no major injuries in the attack.

-– In eastern Baghdad, coalition forces targeted a senior leader in the Baghdad al-Qaida propaganda network. When the ground force entered the target building, one suspect drew a weapon. Coalition forces responded to the hostile threat, killing the armed man. One suspected terrorist was detained, and coalition forces gathered information that led them to a second target in the area where they detained an additional suspect.

— Iraqi army soldiers discovered a weapons cache in Salahuddin province containing 57 mm mortar rounds. A coalition forces explosives team recovered the cache and transported it to a secure area for disposal.

— On a tip from a local citizen, Iraqi National Police officers discovered a weapons cache inside a truck southeast of Baghdad. It included anti-tank mine warheads, rocket fuses, 120 mm mortars, rocket-propelled grenades, and 107 mm rockets. Five suspects are being held for questioning in connection to the cache.

— Multinational Division North soldiers discovered between 20 and 30 bodies buried in a mass grave south of Muqdadiyah. All the bodies were badly decomposed and appear to have been at the site nearly eight months. The remains will be moved to a nearby cemetery.

On April 12 in Iraq:

— An air weapons team providing aerial protection for a coalition force convoy witnessed one of the vehicles hit a roadside bomb. The team positively identified two individuals near the scene as the triggermen and engaged them. One was killed and the other was injured. He was treated and detained.

— Soldiers from the 4th Infantry Division’s 1st Brigade Combat Team conducted a search-and-seizure operation in southern Baghdad based upon a tip provided by a local citizen. The operation resulted in the detention of a suspected criminal leader accused of conducting crimes against Iraqi security and coalition forces operating in the Rashid district of the capital city. The soldiers also detained eight others suspected of being involved with the suspected ringleader.

— In Kirkuk, Iraqi soldiers discovered a large cache, the fourth to be found in the area in the past 10 days. The largest of the four, it included projectiles, mortar rounds, rockets, and grenades. The four caches likely were used to stockpile munitions for distribution to smaller cache sites, which were closer to routes frequently traveled by coalition forces, officials said.

Joint Forces in Afghanistan Detain Haqqani Network Commander

American Forces Press Service

WASHINGTON, April 14, 2008 – A militant network commander was detained during a joint Afghan and coalition operation to disrupt bombing operations in Afghanistan’s Khowst province April 12.

The combined forces searched several compounds in the Gurbuz district, detaining the individual, a commander in the network led by Jalaluddin Haqqani, a high-level Taliban leader. Officials said the individual captured is associated with bomb-facilitation and financial- and logistical-support operations.

The combined force also detained three other individuals with suspected ties to the targeted militant, as well as Haqqani network bomb-facilitation and support operations.

During an investigation of a mosque on one of the compounds, the Afghan forces also discovered an ammunition vest and several grenades. Coalition forces remained outside the mosque.

In addition, the combined forces found a weapons cache that included a machine gun, grenades, AK-47 assault rifles, pistols, shotguns, ammunition vests and associated ammunition on the compound. All weapons and explosives were destroyed.

Coalition forces also released the identity of six extremists detained during a joint Afghan and coalition forces operation in Khowst province on March 12. The extremists — identified as Mohammad Ghanam, Khan Gul, Nik Mohammad, Sheikh Soup, Ahmad Jan and Mohammad Wali — were apprehended in several compounds in the Tani district.

Mohammad Ghanam, 33, was one of two militants who were the focus of the operation. He was directly involved in the preparation of car bombs for the Haqqani network and has conducted attacks against coalition bases throughout Afghanistan.

He has transported ammunition, grenades, rockets and a rocket launcher across the Afghanistan border. He also is believed to have conducted a rocket attack against an Afghan border control checkpoint. In addition, Ghanam facilitated five fighters who conducted an attack on the Avran Beesseem telephone tower in the Tani district.

At the time of his capture, Ghanam possessed grenades, ammunition vests, rifles, including AK-47s with ammunition magazines, a rocket-propelled-grenade booster, bomb-making material, anti-coalition documents and Hezb-I-Islami Gulbuddin “night letters,” threatening messages left in public places.

Khan Gul, 70, the second of the two targeted militants, is a bomb expert for the Haqqani network. He is known to have transported explosives across the border into Afghanistan and is a key financier between the Haqqani network and an improvised-explosive-device cell in Khowst province.

Nik Mohammad, 25, is an anti-coalition militant fighter directly involved in the facilitation of finances and materials for homemade bombs. Nik Mohammad is believed to have conducted a rocket attack against an Afghan border control point and provided storage of bombs at his residence. At the time of his capture, Nik Mohammad possessed grenades, ammunition vests, an AK-47, ammunition magazines and a rifle.

Sheikh Soup, 42, was directly involved in facilitating attacks against coalition forces and several other targets within Afghanistan. He is known to have been a primary transporter of bombs in the Khowst province and has had a significant role in anti-coalition militia activity in the area.

Ahmad Jan, 60, is a known Taliban militant, who has facilitated bombing operations for the Haqqani network and is linked to significant anti-coalition militia activity in the Khowst province.

Mohammad Wali, 23, also known as Moud Wali, was involved in multiple bomb attacks and militant financing operations in the Khowst area.

Operator of English language schools charged in massive
Some ‘students’ were Russian prostitutes who allegedly paid cash for visas

LOS ANGELES - A Beverly Hills man who operates two schools that teach English to foreign students was arrested this morning on federal charges for allegedly running a visa fraud scheme that allowed foreign nationals from around the world to obtain student visas to enter the United States, even though they had no intention of attending the schools or were fraudulently trying to remain in the United States.

Behzad “Ben” Zaman, 50, was arrested without incident this morning by special agents with U.S. Immigration and Customs Enforcement (ICE) at Concord English Language Center, one of the two schools he operates. Zaman is expected to make his initial appearance this afternoon in United States District Court in Los Angeles.

ICE agents also executed search warrants today at the two schools - Concord and International College for English Studies - which are located on Wilshire Boulevard, just west of downtown Los Angeles. The search warrant affidavit alleges that Zaman, in exchange for sizeable cash payments, assisted ineligible foreign nationals in fraudulently obtaining F-1 student visas and kept them enrolled in his schools for extended periods, even though they were not attending classes. The schools purported to have more than 1,000 students in early 2008.

“This flagrant violation of our immigration laws shows how greed can compromise our national security,” said United States Attorney Thomas P. O’Brien. “We welcome legitimate students who want to take advantage of educational opportunities in America. We do not welcome individuals posing as students who have no intention of studying and who simply want to gain access to this country.”

The indictment, which was returned by a federal grand jury here yesterday, lists payments for “tuition” from “students” from Uzbekistan and Latvia. According to the affidavit in support of the search warrant, some of those who benefited from the scheme were Russian prostitutes, who obtained student visas after claiming to attend Concord, even though an earlier investigation by the Los Angeles Police Department showed the women had never attended classes at the school.

“The scope of the crimes alleged in this indictment make it one of the largest student visa fraud schemes ever uncovered here on the West Coast,” said Robert Schoch, special agent in charge of the ICE office of investigations in Los Angeles. “We need to make it clear that admission to America is not for sale. These schemes not only undermine the integrity of our nation’s legal immigration system, they also generate a sizeable amount of illicit income for those involved.”

According to the search warrant affidavit, one student who entered the United States in 2001 attended Concord for two months, then advised Zaman she no longer wanted to attend the school. In response, Zaman allegedly told the “student” that he would maintain her status as a foreign student in exchange for $300 a month. Another scenario described in the affidavit involves a Thai national who told ICE agents she paid $2,000 a year to obtain immigration status from International College, even though she did not attend classes there.

The 76-page affidavit also recounts the case of an Indonesian “student” who entered the country on an F-1 visa. The day after arriving in the United States, the student told ICE agents that Zaman advised him he did not have attend classes “if he had other things to do,” but he would be reported to immigration authorities if he failed to pay his “tuition.” Several other “students” told investigators they paid reduced “tuition” to attend Concord occasionally - or not at all - even though the school reported them as attending full-time and therefore eligible to remain in the United States as “students.”

The indictment charges Zaman with seven counts of fraud and misuse of visa, one count of conspiring to money launder and six counts of concealment of money laundering. The 14 counts carry a statutory maximum penalty of 210 years in federal prison.

The F-1 Student Visa Program allows foreign students to study in the United States if certain conditions are met. An ICE examination of the Student Exchange Visitor and Information System (SEVIS) showed that students were “transferred” from Concord to ICES, and vice-versa, without their knowledge. In addition, the court documents conclude that the schools’ operations were bogus because both schools purported to have more than 1,000 “students” in early 2008, a number that far exceeded their physical capacity and was not supported by investigators’ observations of people actually attending classes.

Special agents from the Department of State’s Diplomatic Security Service assisted today with the execution of the search warrant. The ongoing investigation involves ICE agents in Los Angeles and New York.

This Travel Alert updates information for U.S. citizens on security situations in Mexico that may affect their activities while in that country. This supersedes the Travel Alert for Mexico dated October 24, 2007, and expires on October 15, 2008.

Violence Along The U.S.-Mexico Border


Violent criminal activity fueled by a war between criminal organizations struggling for control of the lucrative narcotics trade continues along the U.S.-Mexico border. Attacks are aimed primarily at members of drug trafficking organizations, Mexican police forces, criminal justice officials, and journalists. However, foreign visitors and residents, including Americans, have been among the victims of homicides and kidnappings in the border region. In its effort to combat violence, the government of Mexico has deployed military troops in various parts of the country. U.S. citizens are urged to cooperate with official checkpoints when traveling on Mexican highways.

Recent Mexican army and police force conflicts with heavily-armed narcotics cartels have escalated to levels equivalent to military small-unit combat and have included use of machine guns and fragmentation grenades. Confrontations have taken place in numerous towns and cities in northern Mexico, including Tijuana in the Mexican state of Baja California, and Chihuahua City and Ciudad Juarez in the state of Chihuahua. The situation in northern Mexico remains very fluid; the location and timing of future armed engagements there cannot be predicted.

Armed robberies and carjackings, apparently unconnected to the narcotics-related violence, have increased in Tijuana and Ciudad Juarez. Dozens of U.S. citizens were kidnapped and/or murdered in Tijuana in 2007. Public shootouts have occurred during daylight hours near shopping areas.

Criminals are armed with a wide array of sophisticated weapons. In some cases, assailants have worn full or partial police or military uniforms and have used vehicles that resemble police vehicles.

U.S. citizens are urged to be especially alert to safety and security concerns when visiting the border region. While Mexican citizens overwhelmingly are the victims of these crimes, this uncertain security situation poses risks for U.S. citizens as well. Thousands of U.S. citizens cross the border safely each day, exercising common-sense precautions such as visiting only legitimate business and tourist areas of border towns during daylight hours. It is strongly recommended that travelers avoid areas where prostitution and drug dealing occur.
Criminals have followed and harassed U.S. citizens traveling in their vehicles, particularly in border areas including Nuevo Laredo, Matamoros, and Tijuana. There is no evidence, however, that U.S. citizens are targeted because of their nationality.

U.S. citizen victims of crime in Mexico are urged to contact the consular section of the nearest U.S. consulate or Embassy for advice and assistance.

Crime and Violence in Mexico


U.S. citizens residing and traveling in Mexico should exercise caution when in unfamiliar areas and be aware of their surroundings at all times. Violence by criminal elements affects many parts of the country, urban and rural, including border areas. Though there is no evidence that U.S. citizens are specifically targeted, Mexican and foreign bystanders have been injured or killed in some violent attacks, demonstrating the heightened risk in public places. In recent years, dozens of U.S. citizens have been kidnapped in Mexico and many cases remain unresolved. Moreover, new cases of disappearances and kidnap-for-ransom continue to be reported. No one can be considered immune from kidnapping on the basis of occupation, nationality, or other factors. U.S. citizens who believe they are being followed should notify Mexican officials as soon as possible. U.S. citizens should make every attempt to travel on main roads during daylight hours, particularly the toll (“cuota”) roads, which are generally more secure. It is preferable for U.S. citizens to stay in well-known tourist destinations and tourist areas of the cities with more adequate security, and provide an itinerary to a friend or family member not traveling with them. U.S. citizens should avoid traveling alone as a means to better ensure their safety. Refrain from displaying expensive-looking jewelry, large amounts of money, or other valuable items.

Demonstrations occur frequently throughout Mexico and usually are peaceful. However, even demonstrations intended to be peaceful can turn confrontational and escalate into violence unexpectedly. Some deaths occurred during violent demonstrations, including an American citizen who died in the 2006 violence in Oaxaca. During demonstrations or law enforcement operations, U.S. citizens are advised to remain in their homes or hotels, avoid large crowds, and avoid the downtown and surrounding areas. Since the timing and routes of scheduled marches and demonstrations are always subject to change, U.S. citizens should monitor local media sources for new developments and exercise extreme caution while within the vicinity of protests. The Mexican Constitution prohibits political activities by foreigners, and such actions may result in detention and/or deportation. Therefore, U.S. citizens are advised to avoid participating in demonstrations or other activities that might be deemed political by Mexican authorities.

Foreign National Sentenced to Nine Years in Prison for Hotel Business Center Computer Fraud Scheme

WASHINGTON - Mario Simbaqueba Bonilla, 40, a Colombian citizen, was sentenced today to nine years in prison, resulting from his guilty plea to a 16-count indictment involving a complex computer fraud scheme victimizing more than 600 people, Assistant Attorney General Alice S. Fisher of the Criminal Division, U.S. Attorney Alex Acosta for the Southern District of Florida, the U.S. Department of Defense, Defense Criminal Investigative Service (DCIS), and the U.S. Postal Inspection Service announced today. Simbaqueba Bonilla was also sentenced to three years supervised release upon his release from prison and ordered to pay restitution of $347,000.

On Jan. 9, 2008, Simbaqueba Bonilla pleaded guilty to charges of conspiracy, access device fraud and aggravated identity theft. According to the charges and in-court statements Simbaqueba Bonilla, alone and in concert with a co-conspirator, engaged in a complex series of computer intrusions, identity thefts, and credit card frauds designed to steal money from payroll, bank and other accounts of their victims. The Court recognized the attempted and actual loss from the scheme at $1.4 million. Much of the identity theft activity – initiated by Simbaqueba Bonilla from computers in Colombia – targeted individuals residing in the United States, including Department of Defense personnel. Simbaqueba Bonilla used the money to buy expensive electronics and luxury travel and accommodations in various countries, including Hong Kong, Turks and Caicos, France, Jamaica, Italy, Chile and the United States.

Simbaqueba Bonilla, as outlined in the indictment and information offered at his plea hearing, engaged in a conspiracy from approximately 2004 to 2007 that began with illegally installing keystroke logging software on computers located in hotel business centers and Internet lounges around the world. This software would collect the personal information of those who used the computers, including passwords and other personal identifying information the victims used to access their bank, payroll, brokerage and other accounts online. Simbaqueba Bonilla used the data he intercepted from his victims, who were typically guests at hotels throughout the country, to steal or divert money from their accounts into other accounts he had created in the names of other people he had victimized in the same way. Then, through a complex series of electronic transactions designed to cover his trail, Simbaqueba Bonilla would transfer the stolen money to credit, cash or debit cards and have the cards mailed to himself and others at commercial mailing addresses he opened across the country.

Federal agents arrested Simbaqueba Bonilla when he flew into the United States in August 2007. At the time of his arrest, Simbaqueba Bonilla was flying on an airline ticket purchased with stolen funds, and had in his possession a laptop also purchased with stolen funds. That laptop contained the names, passwords, and other personal and financial information of more than 600 people.

The case was prosecuted jointly by Trial Attorney William Yurek of the Criminal Division’s Computer Crime and Intellectual Property Section and Assistant U.S. Attorney Richard Domingues Boscovich of the U.S. Attorney’s Office in Miami, who serves as the coordinator for the office’s Computer Hacking and Intellectual Property Unit. The criminal investigation was conducted by agents of the U.S. Department of Defense, Defense Criminal Investigative Service and the U.S. Postal Inspection Service.
