Afghanistan to Ask NATO for Bigger Army

Afghan officials will go to the NATO summit in Romania Thursday with a request: pay to increase our national Army by 40 percent. A bigger Army, Afghan officials argue, will allow the US and other coalition members to scale back in the coming years.

This appeal comes amid pleas from the US and Canada for other NATO members to commit more to the Afghanistan mission, which many analysts say has floundered over the past year for lack of resources and a coherent strategy. France is expected to contribute another 1,000 forces and Germany is likely to make a bigger commitment.

But American and Afghan government sources with knowledge of the expected Afghan proposal say that an increase from the current authorization of 86,000 Afghan Army soldiers to 120,000 is the only way to create an enduring defense against a resurgent Taliban and elusive Al Qaeda operatives. “Blast near Yemen Italian embassy”

ARTICLE SNIPPET: “A strong explosion has been heard near the Italian embassy in the Yemeni capital, Sanaa, witnesses said.

There were no casualties, police say. Streets around the embassy have been cordoned off, reports say.

Tip leads to anti-aircraft gun, ammunition in Jurf

Multi-National Division – Center PAO

BAGHDAD – A tip led Multi-National Division – Center Soldiers to a cache containing an anti-aircraft gun and over a hundred 37 mm rounds April 27 in the al-Hujierr area of Jurf as Sakhr, 40 kilometers south of Baghdad.

Soldiers from 7th Infantry Regiment, 4th Brigade Combat Team, 3rd Infantry Division, used intelligence gathered from Sons of Iraq to locate the cache. At the site the unit was assisted by a local resident who had an excavator to help them dig. The unit later compensated the resident for his help.

After digging approximately 10 feet, the anti-aircraft gun and crate of munitions were visible.

“We couldn’t have done this without the hard work of the Soldiers who dug up the cache all day and the SoI who reported it,” said 1st Lt. Ryan Daly, Company A.

The anti-aircraft gun is considered to be in operable condition and is believed to have been buried approximately four to six months according to informants.

The cache was transported to Patrol Base Jurf and was disposed of by an explosive ordnance disposal team.

Two wanted men captured in northern Iraq

BAGHDAD, Iraq – Coalition forces captured two wanted men and detained two additional suspects while targeting al-Qaeda in Iraq operatives in northern Iraq Wednesday.

Continuing to use information gleaned from an operation Apr. 21, Coalition forces captured two suspected AQI terrorists in Mosul. One of the suspects is a wanted man who is believed to directly conspire with several senior terrorist leaders in the city, including one who is known to conduct attacks against Coalition and Iraqi Security forces.

Iraqi and Coalition forces captured an alleged AQI operative in Kirkuk and one additional suspected terrorist. The alleged operative is believed to have ties to senior terrorist leaders in both Kirkuk and Mosul.

“Today’s intelligence-driven operations in northern Iraq are part of ongoing efforts to disrupt and degrade al-Qaeda in Iraq’s networks. Working with Iraqi Security Forces, Coalition forces will continue to target this foreign-led terrorist organization and hamper its ability to inflict indiscriminate violence against the people of Iraq,” said Cmdr. ARTICLE SNIPPET: “A Guatemalan national made it easy for illegal immigrants on the Eastern Shore to drive, according to the FBI.

The FBI arrested Felipe Jesus Mazariegos-Perez at his home Tuesday on federal charges of buying hundreds of Tennessee and Mississippi license plates and car titles and selling them to immigrants who cannot prove their residency, as Virginia requires.

The FBI raided Mazariegos-Perez’s home in Nelsonia, Accomack County, on Tuesday morning, looking for the out-of-state plates and titles. He was arrested and taken into U.S. District Court that afternoon, where a magistrate ordered him jailed pending a bond hearing Thursday.

Mazariegos-Perez, speaking through an interpreter, told the judge he could not afford to hire his own lawyer. His wife, Elvia Elizabel Soto-Ortiz, also was charged, but she was allowed to turn herself in by Monday.

The FBI has been investigating Felipe Perez, as he is known, for more than a year and a half, and following reports in The Virginian-Pilot in October 2005 of a swell of car crashes, some fatal, involving unlicensed, undocumented Hispanics driving cars with Tennessee plates.

The agents were led to Mazariegos-Perez, who turns 44 today, after breaking up an Eastern Shore prostitution ring that catered to Hispanic migrant workers, an FBI agent said in a court affidavit unsealed Tuesday. Several people convicted in that case as well as other illegal immigrants became cooperating witnesses in the Perez matter, the affidavit says.

In 2003, the Virginia State Police actually caught Mazariegos-Perez with 19 new Tennessee license plates and 31 new vehicle titles but never charged him.

He “claimed it was common knowledge among people in the area that vehicle titles and license plates can be easily obtained in Tennessee,” the agent wrote in the affidavit. The case wasn’t pursued again until fall 2006.

After Tennessee tightened up its requirements for obtaining plates and titles, Mazariegos-Perez switched to Mississippi, where identification requirements are more lax, according to the FBI.

The FBI said it learned through the witnesses that Mazariegos-Perez was charging $300 to $350 per set of license plates, but that his price increased to $450 as of January, the FBI affidavit says.

About twice a month, he would drive to Mississippi to pick up orders delivered to two post office boxes he rented there, the papers say.

The FBI said he typically used phony Social Security numbers and false names.

One witness told the FBI he saw 50 to 100 license plates in Mazariegos-Perez’s trailer one day in 2006, the FBI said. In one deal about a year ago, Mazariegos-Perez sold five sets of license plates and titles to an individual for $1,010, the agent said in the affidavit.”

A few weeks ago, Debka reported additional US carrier en route to the Persian gulf. On the news wires to day that has been confirmed. What stands out is that

1. This does not appear to be a simple overlap of taskforces.

2. There is a hightened potential that something is in the works.

Since Petraeus came back to testify on the surge, (and even before) there has been a steady drum beat of evidence linking Iran to terrorist operations in Iraq. Although the pattern has been repeated without action, visits of Gulf countries by Cheney and other officials parallel actions in previous actions. Shifts in the general staff and replacement of those opposed to more aggressive actions are further indicators.

Buried at the bottom of this CBS article are words to take note of:

“Later this week Iraqi Prime Minister Nouri al-Maliki is expected to confront the Iranians with evidence of their meddling and demand a halt. “

“If that doesn't produce results, the State Department has begun drafting an ultimatum that would tell the Iranians to knock it off - or else. “

There has been speculation that Bush may strike preemptively prior to leaving office. Indicators are that it would involve primarily air strikes against strategic Iranian facilities. The holding of the surge draw down may reflect planning in the event that Iran tries to retaliate directly on the ground or through its proxies in Iraq. Keeping in mind too that there is an amphibious task force off the coast of Lebanon with anti-missile Ageis systems, potentially to assist Israel against the likely counter strike by Iran.

The ‘when’ is unknown. What will trigger Bush into action? The first potential trigger will occur next week during the celebration of Israel's 60th anniversary as a nation. High potential for an attack on Israel. Otherwise, only Carl Rove knows when the strike would be ordered.

MEXICO CITY, April 30, 2008 – The movement of a second aircraft carrier into the Persian Gulf this week doesn’t signal an escalation of the U.S. naval presence — but could serve as a “reminder” of it to countries in the region, Defense Secretary Robert M. Gates said here last night.

Gates did not specifically name Iran when responding to a reporter’s question about the arrival this week of USS Abraham Lincoln in the Gulf.

“The size of our naval presence in the Gulf rises and falls constantly,” he said. “This deployment has been planned for a long time. I don’t think we will have two carriers there for a protracted period of time. So I don’t see it as an escalation. I think it could be seen, though, as a reminder.”

Pressed by another reporter, Gates denied that heightened Defense Department criticism of Iran means it’s laying the foundation for a military strike.

Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, told reporters last week that recently manufactured Iranian weapons found in and around Basra, Iraq, prove that Iran continues meddling in Iraq in ways that hamper progress and put U.S. and Iraqi lives at risk.

Mullen said at an April 25 Pentagon news conference that he’s “increasingly concerned about Iran’s activity, not just in Iraq, but throughout the region.

“I believe recent events, especially the Basra operation, have revealed just how much and just how far Iran is reaching into Iraq to foment instability,” he said.

Mullen said he believes diplomatic, financial and international pressure is the best way to pressure Iran to reverse course. But “we are not taking any military elements off the table,” he said.

Army Gen. David H. Petraeus, the top commander in Iraq who is in line for the top U.S. Central Command job, is preparing a briefing that details Iran’s activities. That report is expected in the next couple of weeks.

Gates told reporters last night that he does not believe there’s been any significant increase in Iranian support for the Taliban and others opposing the government in Afghanistan. “There is, as best as I can tell, a continuing flow, but I would still characterize it as relatively modest,” he said.

The nature of the Taliban threat has changed, he said. Large-scale firefights against Afghan and coalition forces have evolved into terrorist acts, many using improvised explosive devices and suicide bombers. Gates noted that Afghan President Hamid Karzai narrowly escaped such an attack on his life earlier this week when Taliban gunmen attacked a military parade in Kabul.

The secretary said he views the latest tactics as a sign that the Taliban recognizes the strength and firepower of the coalition forces they’re up against in Afghanistan. “They are changing their tactics, and we will have to clearly continue to adapt our tactics as well,” he said.
