It was malice in wonderland at the Senate Foreign Relations Committee on Thursday as Bush Administration envoys insisted things are getting better in Afghanistan, while angry lawmakers from both parties cited facts and figures showing just the opposite. Even the senior Republican on the panel, Senator Richard Lugar, found the Administration's claims wanting. "I'm not sure that we have a plan for Afghanistan," he said.

ARTICLE SNIPPET: “According to an Iranian source, who met Mughniyeh on more than one occasion in Iran, the elusive figure had undergone plastic surgery to change his facial features in 1990. He then returned to Beirut incognito, under a new name and a false identity, with an Iranian diplomatic passport. Using several forged Lebanese, Syrian, Iranian and Pakistani passports, Mughniyeh successfully planned and executed a number of terrorist operations in Argentina in the mid 1990s, including the bombing of a Jewish center in Buenos Aires in 1994, killing 85.

During his constant traveling, Mughniyeh met Osama bin Laden and Ayman al Zawahiri in Sudan, where al Qaeda’s leader had established training centers in farms, while the revolutionary guards were also active in the country, under the guise of “Jihad for construction” organization, which was responsible for building roads and installations. When Mughniyeh’s cover was blown, he returned to Iran where he underwent a second operation and completely changed his look.

Between 1997 and the invasion of Iraq in 2003, Mughniyeh traveled between Iran, Afghanistan, Syria, Lebanon, Pakistan and northern Iraq, and assisted al Qaeda leaders to cross from Afghanistan to Iran. He then played a role in moving fighters loyal to bin Laden from Afghanistan to Iraq, through Iranian territory, by exploiting his relationships with the revolutionary guards, al Zawahiri, Saad bin Laden and Mohammed al Islambouli, whose brother assassinated the Egyptian President Anwar Sadat.

In 2005, he was tasked with organizing relations between the different Shiaa armed factions in southern Iraq. Mughniyeh then became the field supervisor of the revolutionary guard’s intelligence bureau in the region. That same year, he traveled to Lebanon through Syria, accompanied by Iranian officials, under the name of Sayyid Mehdi Hashemi, an Iranian national with a diplomatic passport.

In early 2006, reports indicated Mughniyeh had been seen in the city of Basra, where he is alleged to have been facilitating the entry of Mehdi army fighters into Iran, to take part in military training. In April, Mughniyeh was said to have returned to Lebanon where he held senior positions in Hezbollah’s intelligence services and, according to Israeli sources, planned the operation to kidnap Israeli soldiers, based on orders from Iran’s revolutionary guards.

That same month, the Sunday Times newspaper reported that Mughniyeh took part in meeting between the Iranian president Mahmoud Ahmadinejad and his Syrian counterpart, according to security experts.”

According to Jafarzadeh this latest move by Tehran “can only be interpreted as indicating an aggressive buildup, by an aggressive regime with an aggressive agenda.”

Iran’s plan, according to Jafarzadeh, is to expand its terrorist network in Iraq through the deployment of the Islamic Revolution Guards Corps’ elite units – the Qods Force.”

ARTICLE SNIPPET: “With the approach of the third anniversary of the assassination of former Lebanese prime minister Rafiq Al-Hariri, his son Sa’d Al-Hariri, who is Al-Mustaqbal party chairman and leader of the March 14 Forces, launched a harsh attack on the Lebanese opposition, which is headed by Hizbullah. His attack was also directed against Syria and Iran, which, he says, are trying to regain control over Lebanon.

Three Afghan nationals held at Nedumbaserry Airport (India)

Kochi - Three Afghan nationals were arrested at the Nedumbaserry International Airport, near here, today for travelling on fake Mexican passports, Immigration officials said.

The three were earlier in the day deported from Kuwait after authorities there doubted their claim to be Mexican nationals. Immigration and other security officials interrogated the three for several hours and finally arrested them on charges of travelling on forged passports.

According to Immgiration officials, they were Afghan nationals trying to go to France. However, their real names have not been disclosed so far. The Mexican passports which they were carrying identified them as Antonio Lopez Juan (42), Javier Sanchez Alberto (20) and Atonio Lopez Ernesto (16). They had left from Nedumbaserry Airport on February 11 for Kuwait en route to France.

However, the emigration officials at Kuwait had found them to be suspects as they reportedly could not understand any Spanish. They also suspected the passports to be forged. The three were then deported to Nedumbaserry today. The three had reportedly arrived in New Delhi on January 23 this year, as per the stamps on their passports. However, there was some doubt about the authenticity of the arrival stamps on the passports also, emigration officials said.

WASHINGTON, Feb. 13, 2008 – Coalition forces killed four terrorists and detained eight suspects in operations yesterday and today in central and northern Iraq, military officials reported.

Coalition forces conducted an operation today in Baqouba, targeting an alleged associate of an improvised explosive device cell leader operating in the region and of an IED facilitator who was killed during an operation Feb. 8. Coalition forces killed two terrorists during the operation.

In Tarmiyah, three suspected terrorists were detained today while targeting an alleged leader of the terrorist network in the city, who is a close associate of an al Qaeda in Iraq senior leader in Baghdad’s northern belt. The network is responsible for car bombing and IED attacks in the area, as well as operations involving extortion, intimidation, weapons trafficking and facilitating foreign terrorists. During an operation southeast of Hawijah yesterday, coalition forces targeted an alleged leader of the al Qaeda in Iraq network in Kirkuk. Reports indicate the suspect is tied to numerous leaders within the network, including Abu Harith, a former leader of the network who was killed Nov. 21 for his role in facilitating terrorist attacks.

As the ground force arrived in the target area, they encountered two armed suspects. One man was carrying a machine gun, and one man who matched the description of the targeted terrorist was wearing a grenade belt. One of the men reached for his grenade belt and coalition forces engaged, killing both men. Once the area was secure, the ground force confirmed one of the men killed was the targeted terrorist.

Coalition forces detained an additional five suspects southwest of Samarra today while targeting associates connected to an al Qaeda in Iraq car-bomb factory in the area. Reports indicate the targeted individuals were involved in al Qaeda operations, including executions, and were close associates of a suspect detained yesterday for his involvement in weapons and IED facilitation.

In Iraq operations Feb. 11:

— An Iraqi policeman and seven insurgents were killed during a small-arms attack in southern Ninevah province. Nearby homes were searched, and 16 individuals were detained by the Iraqi police for further questioning.

— Iraqi security forces found a house rigged with at least 11 IEDs in the Rusafa security district of eastern Baghdad. Soldiers from 1st Battalion, 504th Parachute Infantry Regiment, attached to 2nd Battalion, 69th Armor Regiment, investigated the site and reported that Iraqi forces found the house, which was rigged with 10 IEDs in the courtyard and one at the front door. Explosive ordnance detachment personnel were dispatched and found two doors booby-trapped with wire, an anti-tank mine and three 57 mm rockets.

— Multinational Division Baghdad soldiers targeting criminal elements detained 25 individuals during a series of coordinated operations in the Sabak Sur, a neighborhood in northeastern Baghdad. The operations were initiated from tips provided by local residents, said Army Maj. Trey Rutherford, executive officer for the 82nd Airborne Division’s 2nd Battalion, 325th Airborne Infantry Regiment, 2nd Brigade Combat Team, which conducted the operations.

In other Iraq news, Multinational Division Baghdad soldiers captured a suspected Iranian-trained “special groups” criminal cell leader in the western Baghdad neighborhood of Hurriya on Feb. 10.

Soldiers with the 101st Airborne Division’s Company A, 1st Battalion, 502nd Infantry Regiment, 2nd Brigade Combat Team, detained the alleged cell leader during a raid. The cell leader is believed to have been involved in IED and small-arms attacks aimed at coalition and Iraqi security forces. The suspect was taken to a coalition forces detention facility for further questioning.

Also Feb. 10, Iraqi security forces with the 11th Iraqi Army Division’s 2nd Battalion, 3rd Brigade, rescued an Iraqi woman following a kidnapping in the Karkh district of western Baghdad. After receiving a tip, the Iraqi army soldiers were able to locate the kidnappers and rescue the woman. The two men allegedly responsible for the kidnapping were arrested and taken into custody.

WASHINGTON, Feb. 13, 2008 – An armed assailant was killed, and three individuals were detained during a coalition operation yesterday in Afghanistan’s Oruzgan province, military officials said.

Coalition forces performed a search of compounds in the Tarin Kowt district targeting a Taliban commander responsible for conducting anti-government activities. While searching one of the compounds, coalition forces were engaged by multiple armed assailants barricaded in a building. Coalition forces employing small-arms fire killed one of the assailants. Another armed assailant who fired on coalition forces was captured.

Completing the search, coalition forces detained two more individuals with suspected links to the Taliban. The detained individuals will be questioned on their involvement with Taliban operations and other extremist activities.

“Coalition forces remain focused on defeating insurgent networks in Afghanistan,” said Army Capt. Vanessa R. Bowman, a coalition forces spokeswoman.

Elsewhere, Afghan citizens led Afghan security forces to a weapons cache in Nangarhar province Feb. 10. Residents of Fateh Mina Village, Lal Por district, Nangarhar province, discovered the cache, and Afghan security forces were able to secure the area and safely remove the dozens of weapons from the cache site. Thirty rocket-propelled-grenade rounds and 32 82 mm mortar rounds were confiscated.

“It is clear that citizens of the Islamic Republic of Afghanistan are committed to government objectives to thwart insurgent activity in their neighborhoods,” Bowman said. “Afghan national security forces will continue to take these weapons out of the hands of insurgents and make the area safer for residents.”

Terror suspect confesses in Germany

SCHLESWIG, Germany - A Jordanian confessed in a plea agreement to co-founding a terrorist group, telling a court as his trial opened Wednesday that he participated in online discussions about setting up a training camp in Sudan.

Thaer Alhalah, 33, told the Schleswig-Holstein state court he had contact with other group members through online chat groups and telephone calls starting in April 2006. Asked when the plans to start a camp in Sudan took form, Alhalah said: "They just developed." Speaking in Arabic through a translator, he told the court that jihad, or holy war, "for a Muslim is self defense." "If someone attacks my country or my belongings with violence, I am ready to defend my country and my belongings with weapons," he said.

The confession to charges of founding a terrorist organization abroad was part of a plea deal that means Alhalah will be sentenced at most to two years in prison, compared to the legal maximum of up to 10 years. With the time he has already served while awaiting trial and German laws requiring only a percentage of a sentence be served, he will most likely be freed and sent back to Jordan in April, prosecutors said.

Message to the Congress of the United States

Pursuant to the International Emergency Economic Powers Act, as amended (50 U.S.C. 1701 et seq.)(IEEPA), I hereby report that I have issued an Executive Order taking additional steps with respect to the Government of Syria’s continued engagement in certain conduct that formed the basis for the national emergency declared in Executive Order 13338 of May 11, 2004, including but not limited to its efforts to undermine the stabilization and reconstruction of Iraq.

This order will block the property and interests in property of persons determined by the Secretary of the Treasury, after consultation with the Secretary of State, to be responsible for, to have engaged in, to have facilitated, or to have secured improper advantage as a result of, public corruption by senior officials within the Government of Syria. The order also revises a provision in Executive Order 13338 to block the property and interests in property of persons determined by the Secretary of the Treasury, after consultation with the Secretary of State, to be responsible for or otherwise significantly contributing to actions or decisions of the Government of Syria that have the purpose or effect of undermining efforts to stabilize Iraq or of allowing the use of Syrian territory or facilities to undermine efforts to stabilize Iraq.

I delegated to the Secretary of the Treasury the authority to take such actions, after consultation with the Secretary of State, including the promulgation of rules and regulations, and to employ all powers granted to the President by IEEPA as may be necessary to carry out the purposes of my order.

I wish to emphasize, as well, my ongoing concern over the destabilizing role Syria continues to play in Lebanon, including its efforts to obstruct, through intimidation and violence, Lebanon’s democratic processes.

I am enclosing a copy of the Executive Order I have issued.
